city manager the manager of the city in all that the term implies and his responsibilities are not few by any manner ot of means mayor peters declared that he and his fellow officials had supported the manager fully and ana completely and recognized his powers and authority to the last letter he declared that lie he had not even so much as pu purchased a pen or a tablet of writing paper tor for brigham city without an order from the city manager and in maintaining this attitude mr roskelley who has served as manager for the city tor for almost the entire period ot of four years has been unhampered jn in carrying out the duties of his office under the direction of the mayor and council who have acted as a board of directors and supplied the tha necessary legal action which the present
