the bill is by tho the senate committee on agriculture and is a substitute for a measure introduced by senator W D candland of San pote who as ranking member of tho the senate tc committee on agriculture has had chargo charge of the proceedings of chrt committee throughout on this subject it sought two things to place control of s supervisors U per por visors of drainage districts more in tho the hands of the people of the dig districts rather than entirely in the county commission and to give drainage drai nago districts some powers over waters that might be developed by tho the districts the bill was intended primarily to meet a situation in county where a largo large area to the north of mantl manti has long been withhold withheld from Ara drainage inage particularly because the residents thero there were not particularly favorable to giving so much control of tho the project to tho the county commissioners sio ners and partly because it was hoped that water flowing from the drainage might bo be used later to irrigate the lower parts of the tracts drained tho the bill passed the senate monday rewritten from the form in which it was originally introduced but rotain retain ing practically tho the ideas of the author in introducing tho the original bill only senator 11 C tebbs voted against it senator david hirschle Hirsch Hir schia ls bill providing become a law this thia bill of which stark of salt lake county was the author would have amended the constitution of the state to make such a for formation matio n possible 0 mr stark and other proponents of the measure made a galla gallant nt fight for it but lost in the final vote and the bill was declared dead the senate passed nine bills down to the hause wednesday including the five in the automobile regula regulation tion and gasoline and license taxes group and two in the healing arts group heavy soporifics were administered to the other two healing arts bills and while they are
