Minister Minis-ter Denby cabled the state department today that" the Chinese government has appointed two peace commissioners, commission-ers, ChaDg Yen tluan and Shao, who will proceed at once on a mission from Te kin to the Japanese capital. Chang Yen lluae is at present a member of the Tdung Li amen, or Chinese imperial council. He was a few years ago a Chinese minister, to Washington, and has the reputation of being a thoroughly skilled diplomat in the torm peculiar to oriental countries. Shao ia now acting governor of the rich Chinese province of Huan, and in addition holds several minor offices in the imperial government. Shanghai. Dec. 21. It is reported this evening on good authority that peace negotiations are proceeding between be-tween Pekin and Tokio. The Japanese fleet has left Port Author and steamed southward. Its destination is not known, |
