Jadsre Milner and Two Other Utah County 2Cen Honored With Appointments Appoint-ments From the Governor They Were Confirmed More "Nugg-etB of Truth" Wanted. In the council proceedings yesterday the following confirmations were made: John li. Milner, of Utah county, to be a director of the insane aejlum. in lieu of Warren lsr. Dusenberry. James j Clark, of the same " county, to be a trustee of the reform school, in lieu of John li. Milner. Samuel II. Allen, of the Bame county, to be a member of the board of medical examiners, in lieu of Walter R. Pike. O. W. Snow, of Box Elder county, to be a member of the board of dental examiners, in lieu of E. E. German. The house concurrent resolution to adjourn was read. The republicans moved that the resolution be adopted, but Hart headed this off with an amendment that the matter be referred to the committee on ways and means for the purpose of devising means for meeting the deliclencv. In support of the amendment, Williams made a telling gpech. The appropriation bill as ppseed, said he, amounted to $525,-000, $525,-000, while the estimated total revenue reve-nue amounted to but $400,000, thus leaving a clear deficit of $d2o,000, and that, too, when the appropriations had been so parsimonious for the public educational ed-ucational institutions that some of them would have to close their doors He recited that one-half of the appro priations was to be drawn in 1S94 and one half in lSo, that Before it could reach the end of the school year, in Jane next, several thousand dollars more than the total appropriation subject sub-ject to application to this year mounted to, would be lequired; that in view of that, it would necessitate the closing of its doors on the 31st inst The pentlman thought no state would ever be justified in borrowing money for its ordinary expenses, and the only proper remedy is to levy an additional tax. This result all because the pet scheme of a majority of the republicans to take away Iialf a mill from the school fund was not ap proved by the governor.
