Donald Cope, the Black ombudsman for the state of Utah easily fulfills this description and in some ways goes beyond the duties of his office. The position of ombudsman was created by the present Governor Calvin - Rampton. For the last two yéars Donald Cope has been the representative for Black people in the state government. But what does he do? To answer that you would have to say, a little bit of everything. He deals with problems involving job discrimination, law enforcement, and social services. But more importantly he says: “I am really a resource person, I am there to help.” He seeks out problems throughout the _ community to use his knowledge and influence to help Black people. Unfortunately, however his office has no real power. Dooley termed the EEOO “a new thing” and added that prior to the formation of the pose, all such action was done through the Salt Lake County personnel office. For the time being the office of ombudsman seems to be needed, but what about the future?I asked Mr. Cope what — he thought: “Well depending on how much people really communicate, they might not have to have an ombudsman. But it is always good, to have a people’s representative. [ don’t represent all the Black people and I don’t propose to do that. Still I hope people can:say ‘Hey there’s Don Cope, maybe he can tell us who to go to, maybe he can help us.’ Don Cope seems to be a man, that within the confines of his office, is doing what he can for Black people in Utah. He still thinks that he really can’t im- prove things by himself. He had this to say, ‘It is definitely going to have to be a group effort. An individual himself can’t do it.” Unless Black people can unite for the common good of themselves and the community, they will continuetohold a subordinate position.
