NOTICE A Notice of Intent for the fol- lowing project submitted in accordance with §R307-401-1, Utah Administrative Code (UAC), has been received for consideration by the Executive Secretary, Utah Air Quality Board: Company Name: American Skiing Company-DBA The Canyons Location: American Skiing Company-DBA The Canyons: The Canyons — 4000 Canyon Resort Drive, Park City, UT, Summit County Project Description: American Skiing Company - DBA The Canyons: The Canyons Ski Resort (The Canyons) operates and maintains a ski resort located in Park City, Summit County, Utah. The Canyons has submitted a Notice of Intent for the following changes to its Approval Order (DAQEAN0124030002-07, dated June 6, 2007): the addition of nine emergency lift generator engines, three hotel emergency generator engines; the modification of the power ratings for five lift emergency generator engines; and the removal of two lift emergency generator engines, a parts cleaning station, miscellaneous natural gasfueled units, and four natural gas-fueled boilers. Summit County is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. New Source Performance Standards (NSPS) (40 CFR Part 60 Subparts Dc, MI, and, JJJJ) and Maximum Achievable Control Technology (MACT) (40 CFR Part 63 Subpart ZZZZ) regulations apply to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) do not apply to this source. Title V of the 1990 Clean Air Act applies to this minor source. The emissions, in tons per year, will change as follows: PM10 (-) 1.53, NOx (-) 10.13, SO2 (-) 3.87, CO (-) 40.75, and VOC (-) 2.27. The changes in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 2.76, PM2.5 = 2.76, NOx = 40.09, SO2 = 0.66, CO = 47.59, VOC = 3.62, HAPs = 0.62, and CO2e = 38,336. CO2e, HAPs, and PM2.5 were not estimated in the previous Approval Order. Further, PM2.5 emissions are a subset of PM10 emissions and are not additive. The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. Public Notice Notice of the Availability of an Environmental Assessment and AntiDegradation Review The United States Department of Agriculture — Rural Utilities Service (USDA) and the Utah Division of Water Quality (DWQ) have received applications for financial assistance from Coalville City. As required by the National Environmental Policy Act and agency regulations, the Rural Utilities Service and DWQ have prepared an Environmental Assessment that evaluated the potential environmental effects and consequences of the proposal. This notice announces the availability of the Environmental Assessment for public review and comment. In accordance with the Utah Administrative Code (UAC R317-2-3), an antidegradation review (ADR) is a permit requirement for any project that will increase the level of pollutants in waters of the state. As required for new discharges and discharges to Class 1C drinking water sources, a Level II ADR was conducted for the proposed project. This notice also announces the availability of the Antidegradation Review, which is included as an Appendix in the Environmental Assessment. The proposal consists of the construction of a Wastewater Treatment Facility that utilizes conventional activated sludge with nutrient removal at a site west of the Rail Trail, east of 1-80 and south of Chalk Creek. The project proposes to convert a small amount of farmland of Statewide Importance, however, the State Soil Scientist determined that the quantity of farmland requiring conversion was minimal; therefore USDA concurs that no mitigation measures are required or proposed. All wetlands in the project area have been mapped and will be avoided. The proposed location is approximately seven feet above the normal gross pool water surface elevation of Echo Reservoir and approximately five feet above the maximum induced spillway water elevation. The FEMA Floodplain mapping in the Coalville area provides only Zone A floodplains which are approximated 100-year flood plains without any reference to flood elevations. Due to the presence of an approximated Zone A at the proposed site, the project will require a floodplain development permit to be issued by Coalville City. Other potential sites not located in the approximate Zone A floodplain locations have been deemed more costly and less feasible. A monitoring plan will be developed in conjunction with an archeologist for excavations into previously undisturbed ground within the proposed site to ensure no impacts to Cultural Resources; there is currently no evidence of Cultural Resources at the site and no adverse effects to Cultural Resources are expected. USDA has determined that the proposed project may affect, but is not likely to adversely affect the conservation agreement species, the Bluehead Sucker and the Bonneville Cutthroat Trout. USDA and the Coalville City intend to implement relevant best management practices (e.g., complying with established water quality requirements, avoiding disturbance of riparian areas and ensuring construction activities are contained on the project site) to ensure that the proposed project avoids adversely affecting these species. The alternatives considered include: 1. No Action Alternative, 2. Construction of a Wastewater Treatment Facility using conventional activated sludge with nutrient removal at a new site, 3. Construction of a Wastewater Treatment Facility using membrane bioreactor technology at a new site. 4. Other Alternatives: These alternatives evaluated different locations for a conventional facility (like Alternative 2), such as north along Echo Reservoir, west across the Weber River, and south along 1-80. Also investigated was the option to construct a lagoon treatment system with all wastewater disposed through land application on a site east up Chalk Creek. NOTICE OF PUBLIC HEARING FOR THE COALVILLE CITY WASTEWATER TREATMENT FACILITY PLAN Coalville City has been reviewing options for construction of a new wastewater treatment facility. The results of this investigation are summarized in a report prepared as part of funding applications to the United States Department of Agriculture and Utah Division of Water Quality. Coalville City will hold a public hearing regarding the Wastewater Facility Plan, also referred to as the Preliminary Engineering Report (PER). The recommended Facility Plan alternative is to construct a new conventional wastewater treatment facility with nutrient removal at a new site. The public hearing will be held concurrently with the Coalville City Council meeting for adoption of the Facility Plan.
