If higher rates are proposed, foreign manufacturers aiul merchants naturally seek to dump their products to the maximum extent possible, in order to forestall the collection of heavier rates. The consequence is that not only is business unsettled during the disenssion of a tariff measure, but an act increasing duties does not begin to be of general effect for some time after its adoption because of the flood of shipments that comes into 'the country preceding its adoption, in anticipation of the higher rates. In the case of the tariff bill now in formation, it is generally understood, of course, that the purpose of those charged with responsibility for its construction is to increase the nominal rate of protection on many products, in order to equalize more nearly the costs of production at home and abroad. It is estimated that it will take from 3 to 9 months after the new congress meets, to pass anv kind of a tariff - Dont Joggle With Yonr Money There is but oneHtafe plan and that is to start a savings account. And ithe writer believes that a vast j majority of the taxpayers would also JanBwer in the negative If given an opportunity to be heard. I believe that money expended upon such an undertaking, upon the site selected, would be practically wasted, and the amount required to carry the project to completion would be no small sum. Parka are very desirable and necessary In large, thickly populated cities, where there la no place for children to play except upon the streets, and which on account of heavy traffic ia usually denied them. Also In the valley towns where water ia plentiful and natural conditions are ideal for auch places. Conditions In Eureka, however, are very Aa you atated, It ia very different. difficult to raise trees and lawns ihere, on account of wind and unfavorable climate, and aa all the water would have to be pumped, this will be a heavy expense aside from hired labor necessary for continual and it is very doubtful If a sufficient quantity of water Is available by pumping, to supply such a park as contemplated.. For some years past the water from the city well, having been found to be unsuitable for household purposes, has been used by a considerable number of residents for lawn sprinkling, as well aa for the city streets, this area extending from 'the extreme north-ea- st part of the ' city to Wallace avenue on Main street, and In consequence of this water this portion of the city has been beautified by property owners, and is now therefore a credit to the city as well as Individual owners. .The water has been, and should be, paid for by the users, and therefore need not be any expense to the city. The present plans of our city council, according to the published report. of their last meeting, is to discontinue this service and., use all such water, together with that obtained from the Chief Cona. Mining Co., for park and streets, and by placing meters on all lawn owners, force them to pay a prohibitive price for regular city water, for their lawns. The result of this would be the death of these lawns, and a disgrace to the city. This, to aay the least, is very' discouraging to the people that are enterprising enough to improve and beautify their homes, and thereby Ithe city, and is absolutely contrary to the policy of most progressive ; - up-kee-p, 'city administrations. Improvement of our homes ahould be encouraged, and Instead of depriving the present, users of the water, the system should be extended land given to aa many as possible jwith the supply available. This, in my opinion, would he far more than to be used for a public park outside the city.
