The following members of the Council were present: Mayor Leonard Foster, Council Members Connie Falls, Craig Wright, Chris Smith, Kari Draper, and Gordon Roberts. Also, present were City Manager, Brent Blackner, & City Recorder, Anona Yardley. The Opening Ceremony of a invocation and Pledge of Allegiance was conducted by Council Member Wright. CITY COUNCIL MINUTES APPROVED: Minutes of the previous regular council meeting of August 18, 2009 were read. Council Member Draper moved and Council Member Falls seconded the minutes be approved with typing and grammar corrections. All voted In favor of the motion. None" opposed. BILLS APPROVAL: Bills were presented and reviewed by the City Council. Council Member Smith moved and Council Member Fails seconded, the bills be approved for payment. All voted in favor. None Opposed. EAGLE SCOUT PROJECTS: Caleb Christiansen - Caleb Christiansen met with the Council to present his Eagle Scout project of repairs 'in the Opera House. The estimated cost of the repairs was $500, Caleb mentioned the possibility of the Beaver Civic Arts helping fund this project. Caleb had pictures to show the Council ebout his project. The Council approved the project. Manager Blackner will help with supplies and the Council wouid like a report when the project Is finished, John and Neison Howard Airport project. Nelson Howard's Eagle Scout Project vvould be to clean up and beautify the City Airport. He would ifke'to" clear weeds around the gas tank and put down weed barriers to prevent weeds from growing. He will be doing some landscaping also. The Council reminded Nelson to be sure to work with the FAA and the Airport Committee. Manger Blackner will h©Sp in purchasing supplies. He will need an itemized cost sheet. The Council gave approval for Nelson's project and would like a report on the project when it Is finished. John Howard presented his project to the Council. He would like to put two wood picnic tables and welcome signs at the City Airport. His estimated cost would be under $500. The Ccundl suggested just building the tables Instead of the sign to ke©p the coat under $400 for the project. The Council would like a report when the project is finished. John and Nelson will need to meet with the Airport Committee next Tuesday. SHAURt QUJNTANA: A Thank You. Mayor Foster presented Shauri Quintanawith a gift certificate for her perseverance with the upkeep of the swimming pool during the bat migration. DEVELOPERS ~ Water Fees: Paul Porter and Max Anderson were present representing the contractors snd developers in the Beaver area Mr. Porter addressed Ihe Council adbut the Water fee schedule. He asked about the difference in fee amounts for different building locations. He expressed his need to keep the rent reasonable for tenants.., Mr. Porter felt this would be Impossible when the Water Acquisition Fees are bilj/.irorn,,'tlie. Utah . .Business Licensing Association dues have been sent to Beaver City. Manager Blackner asked the Council if Beaver City has been a member of this association in the past? The benefits of this Association is to answer questions and provide information on issues facing City Government. The Council recommended paying the dues. Beaver Valley Chamber of Commerce has also sent an invoice for dues for the coming year. The Council recommended these dues be paid. The City auditors, Hlnton and Burdick, wilt be in Council meeting on September 22,2009 to present the FY 2008-2009 audit. The Beaver Chamber of Commerce will also be on the agenda for that meeting. Advertisement for bids on the sidewalk and bridge are in the papers this week. The bids will be closed on Monday, September 21, 2009 and be reviewed in the September 22 Council Meeting. Opera House, Library and Swimming Pool maintenance and repair had been started. There are three bids for Die basement windows of the Library. The fascia and trim on the Library has also been looked at. The bid for this project will be advertised soon. Swimming Pool - The diving board will be here next week and the Life Guard Chair problem has been taken care of. The Opera House repair has begun. The swimming pod boiler was looked at and a new valve was ordered and replaced. The boiler roof will be scheduled to be replaced. The Council would like to keep the pool open as much as possible, even in the winter. Tne proposed water project time line will be very tight. There will need to be a concentrated effort at certain times in the upcoming months, so the funding wt!l be ready on time. The first phase of the project is replacing the pipes in town. The second part of the project will be the distribution project. The State of Utah and the Division of Drinking Water will provide their own inspectors on the project for periodic review. Council Member Smith: The W^ter Grate in the ditch by the Belknap School will be removed when the water is gone from the ciitch. The North Interchange beautification project Is moving forward. Nick Faulkner's conditional use permit was for his storage units. The Planing and Zoning Commission will address the conditional use for the other issues. The signs directing people to the Golf Course and Swimming Pool lhat were removed from Main Street during the lighting project have not been replaced. UDOT will not be replacing them. Manager Blackner was asked to look into the cost of replacing the signs on Main Street. South Central Communications should complete work In town by the end of this month. A contract has been sent to them to review. Lighting at the lower swimming poof park pavilion needs to be fixed. Letters on the monument need to be secured and the vinyl fence caps need to bo repiacecl. Council Member Draper: Concessionaire Black needs to be invited to report about the year's concession. She would like to buy a new fridge. The Council needs to listen to her recommendations. There will be gravel put back by Colin Carter's house between the Armory and his house that was there for flood control. Council Member Roberts: The rocking horse on the ( playground at the Swimming Poo! Parfc has not been fixed. The Travel Council will be purchasing the sign on the South Interchange. The windows on the Philo Farnsworth house have been purchased and will be put In so high. Duplexs are constructed as rental units. Mr, Porter stated that they don't use as much water as a residential home. The Council would need the City Attorney to review the City ordinances pertaining to construction of dual resident buildings and make recommendations. Some research is needed to evaluate the water usage in single versus dual resident buildings. The line from the surge tank to the power plant has been surveyed and Is ready to dig. Council Member Fails: A new ice machine has been ordered for the Opera House, New curtains nave been installed in the Opera House. Eagle Scout Project is needed to paint the red on the curbs. The State may provide the paint. Beaver City owns the property South of th6 Hospital but it falls under the hospital jurisdiction. There are many large rocks out there. The weeds need to be taken care of. The hospital has a large sprayer that would be capable of taking care of the weed problem on that property. The sign project on the 600 North Entrances of the Cemetery need to be finished. M estimate Is needed in order for donors to be willing to help. The Mayor's Jr. Council will be on the agenda for next week and needs to be sworn in. The Beaver County Travel Council needs to be billed $500 for the flowers on Main Street. Council Member Wright: EMT and Fire Department Power -A petition requesting the EMT Building and the Fire Department Buildings power be changed from demand to usage will need to be presented to the Council in order for that change to happen. Hospital Board - Council Member Wright asked Jf the Helicopter Pad could be relocated so it would not be Jr. the middle of the road. A 3O'x3O' pad Is needed. When the helicopter is there, police officers need to close the road and stay with the helicopter. They are not available for any other calls. There have been many flights lately and will continue. He also suggested having a 500 gallon fueling truck available so the helicopter could refuel while waiting for the patient Mayor Foster: Mayor Foster attended {he CtB Board meeting. Beaver City's application was approved. Manager Blackner made a great presentation to the Board. Mayor Foster thanked Manager Blackner for his efforts. The Mayor met with Craig Davidson, administrator of Beaver Valley Hospital, to discuss concerns of the Council. Operational Plan for lowering and raising the flag - Mayor Foster will notify the City Manager when he is notified to raise and lower the big flag on Main Street. Council Member Wright will be going to the EMS Conference on Oct. 26 & 27, 2009. The City Attorney's proposal for contract work was discussed. The Council decided that option #2 would be best. EXECUTIVE SESSION ; Council Member Roberts moved to go in to closed session at 5:24 p.m. Council Member Draper seconded. Council Members Draper, Smith, Roberts, Wright, and Falls voted in favor by voice vote/ None opposed. The Beaver City Council moved Into executive session at 5:24 p.m. in order to discuss the character, professional competence, or physical or mental health of an individual or individuals. The Council moved out of executive session at 5:50 p.m. Council Member Smith moved and Council Member Wright seconded to adjourn the meeting. All voted in favor.
