National Briefs A Quick LooK^^^^ Detroit teachers picket on first day of school DETROIT (AP) - Detroit Public Schools officials canceled classes until further notice Tuesday, the eighth day of a teachers strike. It was supposed to have been the first day of school for the district's 130,000 students. But instead, students returning from summer vacation were greeted by teachers on picket lines instead of in classrooms. The decision to cancel classes came after Wayne County Circuit Judge Susan Borman ordered that both sides return to the bargaining table Wednesday morning. "I don't think anyone disputes the facts that it's difficult to have the kind of learning you want to go on when you don't have a full complement of teachers," district spokesman Lekan Oguntoyinbo said. Borman denied a request by district attorneys to order 9,500 members of the Detroit Federation of Teachers to end therr strike and return to work. Instead, she scheduled more hearings Thursday to hear testimony from both sides and evaluate the district's motion. At issue is a 1994- state law that bars strikes by public employees. Sixth storm could become a hurricane MIAMI (AP) - Tropical Storm Florence formed far out in the open Atlantic on Tuesday, and forecasters said it will probably become a hurricane. But they said it was too soon to tell whether the sixth named storm of the hurricane season would reach the United States. Florence had sustained wind near 45 mph, 6 mph over the threshold for a tropical storm. The minimum for a hurricane is 74 mph. "Our forecast does have it becoming a hurricane by Friday morning — minimal hurricane, Category 1," National Hurricane Center meteorologist Mark Willis said. At 11 p.m. EDT, the storm was centered 895 miles east of the Northern Leeward Islands, or about 2,086 miles southeast of Miami, and was moving west-northwest at about 12 mph. Tropical storm force winds extended 145 miles from its center. The storm follows on the heels of Tropical Storm Ernesto, which was briefly the season's first hurricane. Hundreds of Lebanese army troops rolled into southern villages after Israeli soldiers withdrew from five of them, slow but steady steps toward implementing a U.N.-brokered peace plan agreed last month. In two of the villages, dancing women showered the soldiers with rice and men slaughtered sheep to fete their arrival, witnesses said. Meanwhile, U.N. chief Kofi Annan said he could get some positive news within two days on a deal to convince Israel to lift its blockade of Lebanon. 8.
