The process for annexation into an existing city requires a petition of 50% plus one, of the registered property owners in an area contiguous to an existing city. At that time the city may reject or accept the petition. Petitioning for incorporation requires a minimum of 1000 signatures of registered voters. When the petition is submitted and verified by the county clerk, the County ‘Commission will request an independent feasibility study of the area. The feasibility study will then be heard by the commission and at public hearings. Then the commission will decide to set an election for incorporation. This entire process could take one to two years, which leave ample time to study in detail the core issues before an actual vote occurs for the Cottonwood/Union Community.
