Show r y are determined to injure greatest industry in response to 0 agitation governor JB bamberger amberger has hag proposed legislation which will penalize the mining in austry of the state sas the Tri tribune butle the agitation i as been due in lit lat laige ge mcgui e to envy excited by the r I 1 ie e prosperity of some mines a prosperity pio plo shared in common with the wool wrol falu fanning jing livestock and su ear gar lie ile war in europe haa has produced pi educed A an aanon lal condition which cannot endure the day will come when the mines will once again face normal conditions and from i time to time no doubt there will be j periods of extreme depression those who look with envious eyed upon mining profits are eager to de i e a law that tha will apply to present condition but will not accord even handed justice over a long term of 11 pears ears thre th re as no good reason why the mining industry should be dingi i ed out and discriminated against it if the industry is to be punished tor for its temporary prosperity why should i not the same treatment be given the wool farming and sugar industries 7 it is true that the envious spirit has been increased by the fact that the mines paid less in taxes in 1916 than in 1915 but that was a condi tion to be blamed upon the legisla tors of the state the constitution provides that the mines shall be tax ed on their net proceeds ahat form of taxation was satisfactory for bears ears all property was taxed at 35 or 40 per cent of its actual value whereas the mines were taxed at per cent and thus paid three times what other property paid then the leg legislature lature decided that property should ho uld be taxed at actual values and that the mines should be taxed at not to exceed three times their net Is i but to strike a just balance the levy was lowered thus it camo came about that the mines through the mistakes of the legislature paid less than before isow now governor damberger bamberger has seiz setz upon the repudiated method lie ile sug bests that the mines be taxed for the next two years on the basia basis of three times their net proceeds and that after the expiration of two years they be taxed at their actual values the argument that the law tol fol lows closely the arizona law is no argument for its application in utah last year the output of the arizona mines was as worth more than twice as much as the utah output the ari arl zona mines are extraordinarily rich they can stand to be mulcted b but ut the he utah mines cannot stand it year in and scar ear out no provision Is made for hard times in the mining industry the law is devised for the glowing das dabs of prosperity and lit ile le thought is taken tor for the future nor is any attempt made to treat all industries alike there is no aaita tion to mulct the woollen or the farmers who have profited by war conditions |
