The center will serve the "disadvantaged. To qualify, an individual must be a member of a poor family, be unemployed, underemployed, or hindered from seeking work. He must also fit into one or more of the following categories: be a school dropout, be of a minority group, under 22 or over 45 years of age or be physically or mentally handicapped. The unified program will coordinate manpower services and provide rehabilitation, training and placement. Target date for program operation is early October. FIRST PROPOSAL One proposal was that the State Board of Education administer the center under direction of the Office of and Vocational Technical Education.
