The shipping payments, which would be eliminated if the department were free to use the cheapest available vessels, were published along with an annual listing of federal subsidy payments of $5,000 and up under government farm programs. But the reports showed more shipping companies than farmers were in the $1 million and up subsidy class. OCEAN FREIGHT According to the report, Transportation Co., Sparrows Point, ML, headed the shipping list. The firm last year received $4,975 million in what were described as Venore ocean freight differentials payments above the cost of shipping on foreign vessels. Manhattan Tankers Co., Inc., ef New York received $3,661 million in similar differentials and State Marine Lines, Inc., of New York, received $2,924 million. Under farm programs, meanwhile, De- Agriculture partment records showed a total of five payments of $1 million or more to individual farms iu 1968. DROPPED LISTING The report published by the Senate Committee the third in an annual series showed only three payments. This, however, was because the Agriculture Department at the request of the Agricultural Appropriations Subcommittee Spessard headed by Sen. L.
