The answer is contained in the following explanation issued today: "According to current costs lor labor and building materials either a new school or an addition would cost $10 to $14 per square foot Whether the construction is in the form of a totally new building or an addition to an existing school would make little difference in cost These estimates are based on actual contracts that have been awarded in Utah during the past two years "According to these estimates s aew elementary school to house 400 to 600 children will It is esticoat about $300000 mated the new senior high school will cost about $900000 New An altes will cost about $70000school addition to Central high will cost an estimated $250400 Other additions and modernizinc weald cost an additional estiThe total cost mated $294000 f these buildings is estimated to be $2414000 "The board of education proposes to finance this program from the following three sources Capital Outlay Levy "1 it is proposed to continue the present regular capital outlay was levied levy of three mills Thislevied again last year and is being this year This source of money is currently financing the addition to the Lorin Farr school Last which it costing $100000 $90000 remodelyear it financedat aMound Fort and ing program to the addition the financed partly in West Ogden Hopkins school Last year it also helped finance a $32000 remodeling program at Central to install fireproof stairs It is estimated this source would produce about $110000 per year to the building program In five years this would mean $550000 For Bond Issue "2 A second proposal Is to issue bonds to the extent of $1414-00- 0 These bonds would be of to aerial type and would be issued — come due over a period ineach year Current terest rates on bonds are 2Vt or lower It is quite possible that these bonds can be sold for near Wife It would require a levy of about 29 mills average over the period to pay all interest and completely pay tne tun amount of the bonds In other words the entire building program would be Mid off In 12 years "3 The above two proposals would not produce sufficient revenue to finance this program So a third proposal is to levy a special two mill tax for a period of This would produce five years about $90000 per year or a total of $450000 over a five-yeperiod i he act effect of the above three proposals would be financing a $2414000 school building program spread over a five-yeand completely paid for period The net increase In 12 years In tax rate would be an average of 49 mills during the first five years and an average of 29 inills during the following seven years "In actual dollars and cents this would mean an increase of about $490 per year per $1000 assessed valuation for the first five years and about $290 per year for the following seven years The average family would pay an increased tax of $10 per year or less for the first five years and about $6 per year or the following seven years Approval Required "The board of education has gone as far as it legally can go in providing classrooms for Ogden's boys and girls without special approval from the voters of Ogden Bonds cannot be issued and the special tax cannot be levied except by approval at a special election TTne board of education has set next Wednesday Dec 7 for this special election Two questions will be voted on at that time (1) Do you favor the Issuance of bonds? And (2) do you favor the special two mill levy?
