The states largest general farm organization is urging rural Utahns to oppose the tax rollback initiative, saying the rollback plan would devastate county road systems, would hit rural schools particularly hard, and could jeopardize current tax laws that keep farming alive in Utah. Ken Ashby, Delta, president of the 21,000 member-famil- y Utah Farm Bureau Federation reports the farm group has studied how the tax rollback would affect rural Utah. We found that in some rural counties where property taxes are the primary source of revenue, the rollback could reduce county government budgets by 40 percent or more. That would devastate needed local services, he said. Ashby said the group also believes the proposed property tax limitation initiative may be too severe and instead urged a legislative tax limitation. Noting that farmers pay the same taxes on homes, personal property, income and other taxes that all homeowners and consumers pay, Ashby said Farm Bureau understands the feelings of those who want relief from Utahs heavy tax burden. However, the group feels the rollback goes too far And those who propose such drastic measures have a responsibility to identify which government services they are wiling to give up. To date, they havent done that, Ashby said. Ashby said Farm Bureau members usually oppose increased taxes and favor increased efficiency in government. But when revenue Call due to lower exploration, lower farm and other economic down- prices turns, we can t afford to devastate the drops dramatically mineral essential infrastructure of our local government and school systems, nj rollback would do that, he concluded.
