Schlesinger made an appealing case for the proposed $79 million defense budget. But the secretarys arguments are not new, they simply are presented in a more engaging fashion than in the past. It makes no difference that both countries already have in place enough nuclear weapons to blow each other off the face of the earth many times over. It makes no difference that under such conditions of overkill the expenditure of millions on ever better bombers and submarines, rifles and radar could be rendered useless at the press of a button. Perhaps those who made the decision to leave the existing road as a boat ramp should consult someone who has taken elementary physics in college and learned of the reflective capabilities of a body of water. At night, the major part of a quantity of light aimed at the surface of a body of water will be reflected away from that surface at the same angle at which it makes contact. This means that the light shined on a body of water from a very flat angle, as would be the case in a person's headlights shining toward water in front of an automobile, would be reflected away at that same angle with little or no light being reflated back into the eyes of the driver of the automobile who is behind the light source. The effect of this is to have the road just seem to disappear in front of you into a dark, difficult to perceive medium which does not raise any immediate signals of danger. I experienced this very thing at a reservoir near Malad, Idaho, in which, the road was left leading into the reservoir as a boat dock and was able, only at the last minute, to bring my automoto an immediate stop with bile and camper-traile- r the front w heels of the car in the water. There, as at Starvation Resevoir, were warning signs which and which failed to comwere municate just exactly what dangers existed, i.e. that the road led into the reservoir. Foster (Common Carrier, Aug. 12) has no place to take her friends when they visit her in deprived Salt Lake City. Mrs. Foster better move back to the South where every other street is a "black ghetto and the vast majority of people are Baptists. (My evaluation of the South is as fair as Mrs. Foster's evaluation of Utah) Maybe if enough black people were interested in joining the Mormon Church and following every doctrine, the priesthood would be opened. The road that leads into it is in bad enough shape that a person would have to be very disoriented in order to go out in the water far enough to drown. Even if a person is driving at a high rate of speed; headlights of a car will reflect on the water enough that any one in their right mind would have time to stop.
