carried with it the instruct tion that all bills introduced here after shall go to that committee as well as all senate bills coming to the house beginning thursday all bills in the hands of house committee will be turned over to the sitting sifting commit tee the appointment of the committee means the expediting of all business in the house if the committee named on march 4 follows the rule set by ITS predecessors many a measure will come to a a timely or untimely death as the viewpoint may tte be four bills passed by the senate on march 4 were v ere house bill no 38 by anderson an act amending the fish and game laws of the state senate bill no by funk an act regu lating the business of employment agencies asen cies sena e mil bill no 54 by kelly an act providing for compensation expert witnesses in murder cases sen sell ate bill no 92 by smith an act per nutting assessment of paving street intersections against abutting prop erty the house approved the following bills on march 4 house bill no 86 by dastrup requiring bonds with ap for water house fouse bill no by committee on irrigation and reservoirs giving dis dier brict courts power to appoint water commissioners house bill no 89 by judd giving state board of dental ex ox power to inspect dentists of fl akes ces senate bill no by lunt appropriating 7 tor for conducting experiment to determine subterranean flow and welling on march 4 introduced in the house an anti pass bill introduced in the senate by smith and recently killed by that body the prohibition against the i fuance of passes makes the usual exceptions in favor of employees their families the inmates of eleemosynary and charitable institute ans and the like the appointment of a board of wa ter commissioners to have control ot of the water act were outlined by mr judd who said the bill sought to strike at some of the more prevalent election evils in utah one of these evils said mr judd was the practice of 0 promising offices and political preferment before elec tion in return tor support another evil was as classed as the irregularities in the organization of political corn com whereby some committees acting without a treasurer and with out outs a report failed to account for funds contributed the bill provided that all candidates spending more than 20 in a campaign must file certified accounts the anti antl automo bile clause was also outlined and the feature providing against demands for contributions from candidate although permitting voluntary contributions hardly had joseph eckersley con eluded an eloquent antipass bill introduced at this session of the legislature was killed on march 3rd the enacting clause was stricken out after a long debate in which senator smith de dared that the committee had amend ed it into a rather than anti pass measure the senate has voted to transfer the branch normal school in cedar city from the university of utah to the state agricultural college one house amendment to the bill was stricken out this action was subsequently con burred in by the house and the bill bids fair to go into effect it signed by the governor consideration of the senate bill ap 15 for drilling wells in the and district of utah brought up the question in the house as to what the state land board had done with the 5 appropriated two years ago representative J lo E bardons Car
