VENTURA Hilltop Times staff T he Airman and Family Readiness Center (A&FRC) is sponsoring a photo contest in recognition of Military Spouse Appreciation Day on May 11. The theme is "A day in the life of a military spouse." Spouses from all branches of service can participate by submitting a contest entry form and a digital photo de- L ooking for a summer camp opportunity for youth 8-13 years old during the weeks of July 31 to Aug 13? Consider having your child apply for one of five chances for Air Force youth to attend Island Lake Camp, located in the Pocono Mountains of Pennsylvania. Camp tuition (valued at $3,000) is being provided at no-cost through a generous offer from the Island Lake Camp owners who wish to support military families by providing each of the Armed Forces Service Branches free spaces at picting any aspect of their life as a military spouse. Contestants must include the completed entry form with their photo submission. Entry forms are available at the A&FRC office in Building 150 or can be requested via email at stephanie.green@hil.af.mil All submissions must be received by 12:00 p.m. Wednesday, May 2 to enter the contest. Youth receive interest-based instruc-tion to help develop poise and mastery of skills in a variety of areas. Camp selection priority will go to youth affected by current or recent parental deployment and should indicate such in their essay. NGA Bodybuilding contest April 14 The National Gym Association (NGA) natural bodybuilding, figure, bikini, men's physique and fitness championships will be held Saturday, April 14, at Bountiful High School in Bountiful, Utah; with prejudge at 10 a.m. and the evening show at 7 p.m. The event, which features the best natural/drug-free bodybuilders in the Mountain Region, is the biggest body building show in Utah and is celebrating its 66th anniversary. Parking lot work at Med Clinic continues Phase 3 of the effort to repave the medical clinic parking lot is scheduled April 16 through April 30, weather permitting. On April 16, the main driveway and the clinic parking area the furthest southeast of Building 570 will be closed for repaving. Traffic will be detoured to alternate parking areas. Accessibility and crosswalks will be maintained as deemed safe around construction equipment. Alternate parking areas are northeast, near southeast, and west of the clinic. Whenever parking areas are blocked, alternate handicap parking will be marked and provided as near the building as possible. All others will need to use alternate parking areas near the clinic and plan for the added time in advance. Additional articles will be published providing readers with further schedules during construction in this area. Veterans Memorial Golf Tourney May 31 Veterans and nonveterans alike are Invited to the Utah Department of Veterans Affairs ninth annual Veterans Memorial Golf Tournament. Come for 18 holes of golf May 31 at the Hubbard Gott Course at Hill Air Force Base. Check-in, registration and continental breakfast will be from 7 a.m. to 8 a.m.; tee off follows at 8 a.m. There will be a luncheon, prize award ceremony and raffle. Teams will consist of four members, with one member designated as team captain. If you don't have a foursome singles, twosomes and threesomes will be combined to make full teams. All proceeds from this tournament —the primary fundraising event — directly benefit veterans programs such as the Homeless Veterans Stand Down, veterans education and tutoring scholarships, hardship assistance to veterans and their families in need, and an annual luncheon for Utah's former POWs. Health care delivery, under the new contract, is scheduled to begin April 1, 2013. TMA is committed to keeping beneficiaries and stakeholders informed about the transition. The planning committee for the 2012 Women's Equality Day needs to be established. In 1971, Congress designated the day of Aug. 26, in the United States, as "Women's Equality Day." This date commemorates the passage of the Nineteenth Amendment, which gave U.S. women full voting rights in 1920. In order to properly plan and commemorate this observance, it is requested that each organization canvas their unit for volunteers who would like to chair or help with this event. Committees are established to properly commemorate all special observances throughout the year that will greatly enhance the efforts to recognize the continuous achievements of all cultures and increase cultural awareness, mutual respect, and understanding. Thereby enhancing cross-cultural awareness and promoting harmony among all military members, their families, The United States Air Force (Air Force) has prepared a Draft Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act. The Air Force proposes to establish the initial beddown for F-35A operational aircraft at one or more Air Combat Command (ACC) or Air National Guard (ANG) installations over a period of approximately 5 years. The beddown scenarios consist of 18 or 24 F-35A aircraft at ANG or AFRC installations, and 24, 48, or 72 F-35A aircraft at ACC bases. The Air Force has identified six alternative locations for initial basing of the operational F-35A aircraft: Burlington AGS (a preferred location), Vermont; Hill AFB, Utah (a preferred location); Jacksonville AGS, Florida; McEntire JNGB, South Carolina; Mountain Home AFB, Idaho; and Shaw AFB, South Carolina. The proposed action also includes basing of personnel needed to operate and maintain the F-35A, and construction and/or modification of facilities on the bases to support F-35A operational aircraft. F-35A aircraft would conduct training flights from the base and in existing airspace associated with each proposed location. No new airspace would be established as part of the proposed action. TriCare dental plan premium rates '13 The TriCare Dental Plan (TDP) provides comprehensive dental care for more than 2 million enrollees worldwide including active duty family members and members of the Selected Reserve, Individual Ready Reserve and their eligible family members. Beginning May 1, the TDP will be administered by MetLife which will manage enrollment, claims processing and customer service. Members will receive a welcome package and new enrollment card in the mail before the May 1 start date. Members who pay premiums through electronic funds transfer (EFT) should contact MetLife before April 20 to reauthorize payment to prevent a break in coverage. Rates will reset annually every Feb. 1. The new contract with MetLife decreases first-year premiums from current rates for each enrollment category and enhances the following member benefits: • Coverage of posterior resin (tooth colored/white) fillings. • Increase in annual maximum coverage from $1,200 to $1,300 per enrollee. • Increase in lifetime orthodontic maximum from $1,500 to $1,750. • $1,200 per year for services related to dental The 45-day review and public comment period for the Draft EIS initiated when the Notice of Availability was announced in the Federal Register on April 13, 2012. The Draft EIS is available for downloading from the Web at www.accplanning.org or a hard copy can be obtained by contacting Mr. Nick Germanos at (757) 764-9334. Public hearings will be held during the 45-day and ending on May 17, 2012. review and comment period commencing on April 30, 2012, Please see the table below for locations and dates of the hearings. They will all be held from 5 to 8 p.m.: an open house will occur between 5 to 6 p.m., at which time Air Force personnel will be available to answer questions about the proposal. The formal public hearing will begin at 6 p.m. After a brief presentation to provide the results outlined in the Draft EIS, the floor will be opened for comments from the public pertaining to the environmental analysis and findings; all oral comments will be recorded by a stenographer.
