But that doesn't mean it doesn't exist, and Hill Air Force Base's Sexual Assault Response Coordinator Office is ready to help those in need of assistance. The office operates under the direction of La Rue J. Campbell Jr., alternate sexual assault response coordinator. The SARC works closely with community resources, including the Safe Harbor domestic violence shelter in Kaysville, which serves all of Davis County. "The people there have bent over backwards to assist the militaryaffiliated survivors with urgent professional counseling, restrainingorder processing and referrals appropriate to the survivors' sexual assault impact," Campbell said in an e-mail interview. He said the SARC office works to educate, prevent and respond to sexual assault incidents affecting men and women, military or civilian, and their families. That mission is accomplished through dissemination of material, professional counseling and emergency intervention, Campbell said. "Safe Harbor offers the survivor a place where he or she can get some professional counseling and protection if the incident happens to involve domestic violence," he said. "They are vital to the SARC program and welcomed by all survivors who visit their facility." "Those survivors who attend Safe Harbor initial counseling intervention are extremely happy they did," Campbell said. "The staff members — from Director Kay Card to rape crisis coordinator Cherie Wiggins — are always compassionate, understanding and, most of all, caring about these survivors. "Without Safe Harbor support, many survivors would endure longterm depression, post-traumatic stress syndrome agony and internal torment for many years of their life. Post-traumatic stress disorder is not uncommon for some survivors entering the shelter." Staff members at the Davis County facility have trained sexual assault victim advocates on the base to help them improve communication skills and better assess a survivor's mental capacity after a sexual assault, Campbell said. In addition, 23 future victim advocates were trained by the Utah Coalition Against Sexual Assault. Staffing at the SARC office was recently increased to two positions, with Campbell anticipating the change will allow the office to be more visible for fundraisers and other projects. "He (Campbell) is so efficient. He's a very good advocate for rape victims. He's just amazing," Wiggins said. Thanks to a combination of federal grant funding and volunteer donations of money and labor, from both individuals and businesses, Safe Harbor recently opened a new and expanded kitchen. It serves the women and children receiving shelter and support at the facility. "In August, we had to turn 44 families away, seek other help for them," Card said of the continuing at-capacity status of Safe Harbor. The facility is in constant need of nonperishable food goods, toiletries and other items, she said. "Get involved in your community," Campbell added, citing such organizations as Davis and Weber/ Morgan County Children's Justice Center, Your Community Connection of Ogden, St. Anne's and the Ogden Rescue Mission as being in need of support. "Let's not forget our own military community and the many organizations whose purpose is to help others in times of need."
