Show HILLTOP TIMES Dog park to open on base for pets, owners BY SENIOR AIRMAN CLAY MURRAY 75th Air Base Wing Public Affairs H ill Air Force Base is scheduled to open a dog park, located adjacent to the base youth center, Oct. 29 for Team Hill members and their pets. The original idea for the park was spearheaded by Suzann Chambers, wife of Col. Scott Chambers, 75th Air Base Wing commander, as a "quality of life program" that would attract petlovers and provide an opportunity where the owners could visit with one another in a one-of-a-kind service to Team Hill members. "The purpose of the park is to get our dogs together to socialize, and in doing so, bring people together to do the same," said Chambers. "With our high deployment rates, this could be a lifeline to someone that may not have otherwise left their home while their spouse was deployed." Chambers held several focus groups for interested parties to share their thoughts about the proposed dog park. "Now that it is on base land, the 75th Civil Engineer Group stepped up in an amazing way and extended the existing sprinklers, added sod and fencing, and will install the benches and signs," moving quickly after the new location was announced, Chambers said. Aaron Toman, son of Laura and Lt. Col. Tbdd Toman, 75th Logistics Readiness Squadron commander, saw an opportunity to lend a helping hand. He is a young Boy Scout on base with two boxers of his own, and had a keen interest in helping the dog park idea "get on its paws." "I had an idea for a dog park on base," said Aaron, "and then I found out that Mrs. Chambers was interested in one, too. Since I'm working to earn my Eagle Scout I wanted to help. "For my Eagle Scout project I teamed up with Mrs. Chambers to organize the idea and went to meetings," said Aaron. "I contacted several companies and asked them if they would donate to our base dog park." "All dogs are welcome as long as they behave. A judgment of nearly $900,000 was entered into federal court Sept. 25. The defendants, Fifeco Inc., an aerospace product manufacturing company that is no longer operating, and its president and owner, Norman Fife, were ordered to pay the federal government $884,203.53. The judgment included $283,734.51 in payments Fifeco received from the government for the faulty seals as well as $33,000 in penalties for filing six false claims. Fifeco has also been barred from performing work on any government contracts for three years. An investigation by the Air Force Office of Special Investigations and the Defense Criminal Investigative Service determined Fifeco knowingly substituted shoddy materials when it manufactured the seals, which were used on F-16 fighter plane canopies. The substituted materials made the seals unsafe for the multimillion-dollar aircraft and posed a safety risk for F-16 pilots, it states in a news release from the U.S. Attorney's Office. The defective seals failed to meet specifications of the U.S. Air Force and were not used on any jets. The lawsuit filed by the U.S. Attorney's Office claimed Fifeco manufactured the aircraft seals when they were only authorized to supply seals manufactured by other companies. In a news release, U.S. Attorney for the district of Utah, Brett L. Tolman, said contractors who try to dupe the government or possibly even put lives at risk will receive no compassion. Fife's attorney in the case was Kevin J. Fife, a Logan resident recently appointed by Gov. Jon Huntsman as a judge for Utah 1st District Court. His appointment has not been confirmed by the state Senate. According to the U.S. Department of Justice, Kevin Fife is Norman Fife's son.
