THINK SAFETY Hill's Total 2006 DUIs: 24 508th Aircraft Sustainment Wing The early October news that Hill will become home to operational squadrons of F-35A aircraft, has been lauded as an assignment that will secure the base's future. Basing the new, state-of-the-art aircraft here will indeed secure the base's operational role. Securing the Air Force fighter aircraft sustainment role for the air logistics center will require the efforts of Team Hill. The F-35 Joint Strike Fighter Program is nothing like the legacy platforms of the past, and the process of garnering a share of the JSF sustainment workload is also different from the legacy processes of the past. JSF is a partnership that includes the U.S. Marine Corps, Navy and Air Force as well as 10 military services from nine other countries. The workload that is at stake is not only the piece mandated by Title 10 United States Code for core organic depot repair, but it includes other JSF workload that may generate. There are no "givens" in the JSF repair assignment process. The core workload is not a Pat Mulloy service-specific requirement. The Air Force does not have a guarantee of getting the Title 10 core workload, and there is a lot of work out there beyond the core workload. It can be done by one of the other services. The Navy fleet readiness centers and Army depots are just as eager to get the JSF work as the air logistics centers. To get the maintenance workload, the 309th Maintenance Wing must prove itself to be the "best value" provider, and "best value" is not a simple measure of the lowest cost. Cost is a very important element, but "best value" also weighs other important fac- tors, such as quality, schedule conformance, pubHc-to-private partnering experience, transportation, and others. In the year that I have been here, I've been very impressed with the direction the Ogden Air Logistics Center has taken to posture the base for the future. This year's certification of compliance with internationally recognized standards for aerospace maintenance (AS9100) ensures that the processes used in the 309th meets the rigorous specifications for aerospace workmanship. Few other depots have that certification: this will undoubtedly be a bonus when Ogden ALC vies for the F-35A workload. Continuous Process Improvement and Lean activities abound throughout the base, especially in the 309th. The F-16 Maintenance Squadron was recognized this year by winning the Shingo Gold Prize for Excellence in Manufacturing in the Public Sector. CPI and Lean-Thinking are on the way to becoming culturally;* ingrained in all Team Hill pro-' cesses. The public-to-private partnerships that are being forgedthroughout the wings help lay the; foundation for future F-35 work. The JSF program is based on per-. formance-based logistics and the. formation of partnerships with ; the original equipment manufac-. turers is a requirement of being, selected the source of repair. Even after the design drawings are completed, adjustments are being made in the field to avoid damaging the trees. There are some trees that will be removed because they are diseased, are "trash" species or simply cannot be maintained and still meet the development requirements. We are also undertaking a pruning program. The proof of this is evidenced by the recently completed year one work, which has the distinctive feel of an established neighborhood, largely as a result of the mature trees that were maintained.
