Show Hilltop Times February 16, 2006 General answers questions The following is the second of two articles in which Maj. Gen. Kevin J. Sullivan, Ogden Air Logistics Center commander, answers questions submitted by those who attended his Commander's Call Dec. 5. The first article appeared in the Feb. 9 issue of the Hilltop Times. Q. Why do Security Forces members switch back and forth between 8-hour and 12-hour shifts? A. The Security Forces career field is manned based upon members working eight-hour shifts during a normal duty schedule. This ensures there are enough personnel to deploy, maintain home station security, and complete required training. During exercises and inspections, the additional posts created by "simulating" higher Force Protection Conditions or by "deploying" personnel to the training area on base, forces Security Forces to work 12hour shifts to accommodate the increase in requirements. Likewise, when Security Forces members swap out during Air and Space Expeditionary Force deployments, there are roughly double the normal number of Security Forces members deployed, which again forces 12-hour shifts. These periods of 12-hour shifts are minimized to the greatest extent possible. Q. There seems to be a lot of speeding on base and a disregard for the posted speed limit signs. Is Security Forces doing anything to address this issue? A. Law enforcements patrols from the 75th Security Forces Squadron proactively conduct at least four speed enforcement sessions each day and routinely run additional sessions when operational tempo allows. Q. There are two sources of repair for the items mentioned above, Tobyhanna and a contractor. Both sources have a single piece of equipment that is used in the repair/testing of multiple items including the HAC/RMPE items. While the items above are critical to doing the mission, the repair requirements are low and don't justify taking the extra step to set up an organic capability for repairing the items. The single manager has determined, in coordination with the Tobyhanna commander, that it is in the best interest of the government to meet mission requirements through contract repair. Action is under way to obtain approval through the SORAP process. The request will be initiated by the single manager, coordinated through the Plans & Program Directorate, and then sent to Headquarters Air Force Materiel Command for approval. Q. Why isn't each work center in the entire base 6S compliant as you directed? A. My expectation is that all organizations of this center will become involved in Continuous Process Improvement. Implementing CPI tools across the center is a critical component in removing waste from our processes and improving our delivery of products and services to the customer/ warfighter on-time and on-cost. To that end, all commanders and directors recently briefed me on their specific CPI plans for Fiscal Year 2006. As CPI, or Lean, is applied in an organization, 6S is an important first tool to use in eliminating waste and non-value added materiel from a process. As CPI activities continue to grow and mature, you will see wider implementation of 6S. The Center Transformation Division is available to provide the training necessary in organizations wanting to start using 6S and other CPI tools. They may be clipped to the left side of the waistband or purse or carried in left hand. Only one may be worn on the uniform belt. Members will not walk in uniform while using phones, radios or hands-free headsets unless required in performing official duties using a government-issued device. • Permanent wear of the scuba badge is authorized on the battle dress uniform. • While not deployed, desert combat uniforms may not be worn unless en route to the basic combat convoy course. "Deployed" for this purpose includes members traveling en route to/from rest and recuperative leave from the Central Command area of responsibility, as outlined in policy announced in mid-2005.
