Show D August 5, 2004 Recall roster Staying informed saves time, energy By Senior Airman Madelyn Waychoff 388th Fighter Wing Public Affairs Have you ever really looked at your recall roster? I mean really looked at it, not just a quick glance to check the phone number of the people you would call, or to see what you need to pack if recalled. If you have, and someone calls you up to say a yellow, or maybe a scarlet recall is in progress you wouldn't have to think twice about it, you would know what to do. After receiving a recall notification some people would run, grab their bags and hop in their cars. But when they got to work would realize they're the only ones there. "In order to effectively react, you need to know what's on the recall roster," said Mr. Dayne Jacoby, 388th Fighter Wing plans and exercises deputy chief. "You need to know what everything means and what you need to do if you get called. The commanders look at any situation that comes up and if the situation meets objectives for safety or deployment reasons, they have the recall instated." The recall roster has a lot of very important information on it, not just the phone numbers of the people in a unit. Also listed are the checklists for male, female, non-aircrew and aircrew mobility processing items required during exercises and deployments; recall colors and instructions; and key telephone numbers. The mobility bag checklists give information on clothing, toiletries, uniforms and outerwear needed on deployments, and also lists some recommended but not mandatory items Airmen may need when they deploy. The recall roster also states what Airmen need to bring and what they need to wear when they process through the deployment line. The recall colors listed include yellow, white, blue, gray, green, purple and scarlet. Each is a different type of recall, and not all require Airmen to report for duty. A yellow recall is used when weather may prevent normal operations and is used to tell Airmen when to report, or if they need to report and where to find more information. White and blue recalls mean report for duty with full field gear and mobility processing items. White also requires the mobility bag. Report immediately! Do not bring mobility bag or field gear during a gray recall. A green recall means day shift reports for duty and swing shift reports as directed, while during a purple recall, swing shift reports for duty and day shift reports as directed. Finally, a scarlet recall is a telephone test of the recall roster, the recall must be completed but no one needs to report for duty. The front of the recall roster contains the telephone numbers of the chain of command, supervisors and subordinates, and the back lists key telephone numbers of people or places who would also have necessary information. Included in the list are the numbers to the base operator, maintenance operations center, law enforcement desk, command post, mobility managers and numbers for every commander or designated representative in the wing. "All the numbers on (the roster) need to be correct and current," said Mr. Jacoby. "Because the commanders need to be able to get a hold of people, any inaccuracy can lead to a breakdown in the recall process." The information contained on the recall roster is protected under the Privacy Act of 1974, is for official use only, and should be guarded as such. This operational risk management tool is one last safety measure for supervisors to touch on during pre-departure safety briefs to ensure our Airman have a sound plan before they depart the local area. This policy is about being proactive. "Over the years (in the Air Force), I've seen fatalities and too often commanders have put measures into place after the tragedy occurs. The reason for putting these measures into place (now) is to prevent the tragedies from taking place," Colonel Lyon said. The function of the policy is two-fold. In addition to ensuring Airmen have a safe plan for driving, resting, and getting to and from their leave destination, the policy plays an important role in personnel accountability. Airmen in the 388th FW assigned to an Air Expeditionary Force rotation are expected to provide rapid response if called. "We want our people to take leave; but they have to understand that if a recall or an aircraft generation is ordered, they need to return from leave to handle their mission requirements.
