His office runs the DOD Hotline Program. Servicemembers and civilians who wish to report incidents without going through their chains of command can take full advantage of this program. Those with suspicions can call toll free (800) 424-9098, commercial (703) 604- 8569, or DSN 664-8569 to report misdeeds. Servicemembers and civilians can also mail their concerns to: The Defense Hotline, The Pentagon, Washington, D.C., 20301-1900. The e-mail address is hotline@dodig.osd.mil. The push to inform servicemembers of this option grew out of the recent series of Senate hearings about prisoner abuse in Iraq. Senators believed there was no way for servicemembers to report wrongdoing outside their chains of command. For more information, go to the inspector general's Web site at http://www.dodig.osd.mil/. The youth crimped, curled and straightened colored strips of wire as they formed creations, such as Brooke Taylor, above right, who proudly holds up her wire sun. Some formed the letters of their names, others even made jewelry, while Sean Titus's sculpture, below right, is a little more abstract !! BOW HUNTERS !! If there was no spouse, then eligibility goes to eligible children. If nc spouse or eligible children, then no annuity was payable. An exception was that a former spouse could be paid the annu ity instead of spouse or eligible children if the survivor bene fit plan was court-ordered. There was no provision to name ar "insurable interest beneficiary" and no opportunity to extend Supplemental Survivor Benefit Plan coverage. For active duty deaths occurring on or after Nov. 24, 2003 Public Law 108-136 changed U.S. Code, Title 10. Now, Survivor Benefit Plan eligibility is the spouse first, and eligible children second, either when there is no eligible spouse * or if the eligible spouse requests the Air Force to make a "chile only - spouse excluded" election. The Air Force can make an "Insurable Interest" election or the deceased member's behalf for a survivor, who was the mem ber's dependent for ID card purposes at the time of the member's death, provided there is no eligible spouse or dependeni children. Survivor Benefit Plan provisions not affected by Public Law 108-136 are: • A former spouse may be paid annuity instead of the spouse or eligible children if SBP is court ordered. • The member's death must be in the line-of-duty or, if the death is not ruled in the Line-of-Duty, the member was retire ment eligible (20 years of active duty, or in the case of a Reservisi or Air National Guard, had received their 20-year letter) on the date of death. • Supplemental Survivor Benefit Plan.
