which it was referred upon its receipt after passage by the house of representatives following are the members of the committee on manufactures and corn com merce whose adverse report was adopted b revenues revenuer were insufficient as well as senate bill no 63 53 relating to the duties gf judges of elections and I 1 senate bill no 34 relating to the punishment of convicts foi imbault both of which were passed by the house wednesday senate bill no 17 which had been adopted providing pro tiding for the furnishing of the office J of the goNer governor nor and the secretary of state was transmitted to the house and received the signature of speaker E W robinson after the discussion on the bill to punish convicts gi bilty of a asaumi sault the only one of the afternoon represent Re presen dative 0 Y russell offered a motion that house bill no 98 from the corn coul cittee on state mental hospital ing to the state caring for feeble minded and non insane epileptic chil dren at the state hospital should be made a special order tor for tuesday ghis was carried one of the bills approved b the house bill no an act relating to levy of taxes for the establishment and maintenance of free public li ii brailes and gymnasiums in cities 0 the third class and towns this meas ure wa by representative george A fuller and was designed to aid in the betterment of aduca 1 tonal lional conditions in the smaller towns four other bills of minor im I 1 lor ortance tance were passed while tour four teen new bills were introduced the senate passed the house bill defining pawnbrokers and secondhand second hand dealers and compelling pawnbrokers to make report to sheriff each evening in coun ties of the first and second class five new bills were introduced one ot of which by senator brinkerhoff will do away with the state board of sheep commissioners if it becomes a law four measures were passed by the house of representatives on tuesday february 23 two of them were the subject of a most interesting discus sion thea the being intended to protect workmen or persons seeking work through employment offices one of the bills passed was senate bill no 25 by carl A badger providing for the licensing and regulating of em offices requiring employ ment agents to give bond prohibiting the send ng rig of female help to any place of bad repute etc the other was by representative gardner an act relating to the protection of em aloyes and for preventing supe intend ants foremen assistant bosses or any other from receiving or so li citing money under this measure superintendents or other persons in charge of worl ers are prohibited from receiving money or other cn consideration consideration from persons on account of employ ment the two other measures passed by the house by striking out the enacting clause the vote being an overwhelm ing one bills were passed providing for the furnishing of the governor governors s office and making appropriation for bidding the sale of pools on horse races and provi providing aing a penalty there tor for amending section 1891 X corn com lied tied laws of utah 1897 relating to the election of the members of the board of education amending sec see tion 2050 compiled laws of utah 1907 and fixing the salary of the clerk of the supreme court the re porter of the d decisions of the supreme court the adjutant general the assist a ant nt adjutant general and the state I 1 ank examiner and an amendment amer dment to the laws relating to the incorporate ing of towns fourteen new meas ures were introduced the last bill I 1 resented being numbered the senate was not so liberal in proposing new lawa laws or approving the large batch of the pet measures of different members of the legislature already introduced and senate bill no 60 relating to transient stock was passed the rumor Is being freely circulated in the senate cham ber and on the streets that at least twelve senators have decided that the cannon prohibition bill should not be come a law and that when the meas ure Is from the committee it will be slaughtered A bill made its appearance in the house thursday upon the introduction 0 representative hansen which provides for local county insurance associations ciati ons the proposed measure pro vides that such associations who shall against loss by fire shall be formed by not less than twenty five members who shall own an aagre gate of property to the value of 50 and further provides the terms i ader which they may incorporate and cary carry on business wednesday february 17 was a very busy day teachers relative to the competency of hus land or wife to testify in certain cases amending compiled laws of utah relating to the name of the state normal school its elation to the state university courses of study normal scholarships certificates and diplomas amending section compiled laws of utah 1907 7 ing to the powers of the board of ed atlan amending section corn com riled laws of utah 1907 relating to privileged communications and the rights of witnesses to provide a permanent fund for the general maintenance of the te varsity of utah including the branch normal school and the
