Jugoslav Attitude Accentuates Danger Recurrence of Mental Hostility Constitutes Obstacle to Danubian Political Peace By FRANK H SIMONDS WASHINGTON Nov 3— The continued attempt of the Jugoto make slavs Hungary the target for their natural indignation over the murder of King Alexander serves to' call attention once more to the Hungarian situation itself There is moreover a certain grin irony in the fact that the Serbs who owe the achieve- -' ment of their own unity primarily to the murder of a prince should now be violently assailing the Magyars for a wholly unprov-e- n imitation of the crime of Sara-- jevo ' i t 4 - 4 Actually the case of the 'Hungarians against the Jugoslavs is obvious By the treaty of Trianon Hungary was compelled to cede to the Serbs not only large areas in which the Slavic majority was undisputed but also considerable territories north of the Erave and west of the Tiza in which there lived almost half a In million of Magyars regions the rices were not mixed and the Magyars constituted ’ a solid bloc The considerable city which the Hungarians call Maria Theresiopol and the Serbs Subo-tic- a was the chief prize the latter acquired by this division Open ta Agreement Ever since 1919 the Hungarians have been open to any agreement with the Serbs which might constitute a definite settlement con- tingent upon a revision of the treaty of Trianon The I Serbs however have refused to consider any such project and have Instead made a military alliance with the Czechs and Rumanians each of whom also acquired large Magyar populations by the same treaty and similarly mean to keep them Hungary jn the postwar period has thus Jeen encircled by the allies of the Little Entente Under these circumstances the ' Hungarians have made an alliance with the Italians who are themselves at otjds with the Jugoslavs over the whole Adriatic question while the Little Entente in its turn has become the partner of France Italy and France have therefore been rivals in the Danubian area ever since the rise of Mussolini The French working through the Little Entente have sought to create some form of Danubian association in which Austria and Hungary as well as the states of the Little Entente would unite— the association ef course to be not political r Heart of Bloa Italy working In partnership vith Hungary the very heart of the Danubian bloc has thus far "been able to prevent such an alliance For Jugoslavia a Magyar-Italia- n agreement constitutes a grave threat because if the Serbs to war with the Italians went the Hungarians could attack them in the rear Jugoslav feelings have been aggravated by the fact that Italy has been arming HunFrance has gary — as indeed been providing Jugoslavia with arms Unwelcome 'too is the rapprochement between France and Italy in the presence of HitAs a ler's Austrian program consequence there have been conversations between Belgrade and Berlin looking to some arrangement by which the Serbs would drop France and join the It was to avert such Germans a catastrophe to French policy of encircling Germany that King Alexander’s fatal visit was arranged During their meeting Barthou had hoped also that he and Alexander would bd’able to bring about sonfe solution of Jugoslav-Italiadisputes Since the king’s death did not put an end to conversations between Rome and Paris directed toward the purpose the murdered monarch and minister had in the Jugoslavs have atmind tempted to turn against Budapest the domestic indignation formerly aimed at Rome And in this of course it is possible to detect French influence because a new crisis might make all adjustment between the two countries impossible and insure a bargain between Belgrade and were taken in 1919 despite the fact their populations were overwhelmingly Magyar but rather the restoration of the whole traditional unity of the Crown of St Stephen On the other hand it is patent that Hungarian public opinion would not long resist any proposal that permitted the peoples of the lost provinces to exercise the right pf which at the very least would insure the return of a million and a half of Magyars lying along the present frontiers No one disputes the existence of these minorities no one can justly claim that these populations desire to be separated from the bulk of their fellow Magyars Something more than four years ago I traveled alpng the Czech and Rumanian frontiers of Hungary and in Slovakia and in Transylvania studied the ethnic question There was then and can be now no question of (he will of the people for example of the Island of Schutt where until 1919 there were no Slavs and where those that since have settled were brought in to occupy the lands taken from Hungarians like Count Apponyi Military Flank Even Masaryk and Benes once promised that there should be revision in these regions South of Pressburg large areas were taken only to permit the Czechs to have a military flank on the Danube and to bring- Budapest within range of long distance bombardments In the foothills" of the Carpathians by contrast the line was drawn in order to give the Czechs control of a “military road which runs just within the existing frontier but through Magyar populations from Losoncz to the outskirts of Kassa where the majority is Slav I traveled that road in 1931 and saw for myself what had been done The same thing was also done on the eastern edge of the great plain when the d purely Hungarian city of was taken together with much territory designed to bestow upon the Rumanians possession of the lateral railways between Arad and and Szatmar all actually inhabited by Hungarian majorities ' What is difficult to understand is the course of the Czechs who are already almost surrounded by a hostile Germany and
