Summary of Minutes of June 3, 2004 Huntsville Council Meeting Dirk Bailey had a presentation about the R.A.M.P. Program Tax Initiative (Recreation, Arts, Museums, and Parks) for the Council. There will be an initiative for the voters of Weber County in November to approve or disapprove the R.A.M.P. Tax. This tax would be one tenth of a percent; for every ten dollars spent there would be a one cent tax. If approved the County commission would adopt an ordinance that would clarify and state how this money can be used. Funds would be used for large projects that cities and towns cannot afford to do. The County Commissioners will appoint a seven member panel who are from throughout the County. They will make the recommendations as to how the funds will be spent. The funds are not to be used for any on going maintenance, or operation projects. Kentric Thomas addressed the Council; he is from the Local Technical Assistance Program at Utah State. This company offers many services to towns and cities. They can inventory street networks, conduct condition surveys of current roads, and analyze signage, and make recommendations for optimal treatment strategies. Mayor McKay would like to get an analysis for the sig- nage in town, not necessarily what the town already has but what would be recommended for possible changes to improve safety and traffic flow. Informational signage was also discussed. A report of the town’s proposed budget for 2003-2004 was prepared by Ramona Clapperton, who is the town’s Treasurer.
