He received a call from his office, ordering him to return immediately. Things have changed since that day. Now all vessels are required to give a seven-day advance notice of port arrival, including a complete crew list, cargo report, last port and destination report. The Coast Guard then decides which vessels may be a terrorist threat to the country. Vessels that contain explosives or dangerous cargo, and/or have crewmembers from terrorist harboring countries are called HIVs or high interest vessels. HIVs are then contacted via TELEX and are directed to an anchorage twenty miles off shore, in Ryan’s case at an anchorage called Point Charlie. Armed boarding teams, con- sisting of six Law Enforcement Boarding Officers, a Foreign Vessel Inspector, and a Foreign Vessel Boarding Officer perform the security inspection. The inspection team lowers a rigid hull inflatable motor boat to traverse from the Coast Guard Cutter to the Foreign Vessel. Once on board the HIV, they muster the entire crew into the mess room. This action is called crew accountability. There they check all crew licenses, visas and passports. The crew remains in the mess room for the duration of the inspection under guard of two armed Coast Guard officers. This is for the protection of both those doing the inspection and the crew. If any person is found outside the mess room, they are considered extremely dangerous and are treated accordingly. After all crewmembers are in the mess room, inspectors begin space accountability. They check every space on the ship, looking for nuclear, chemical and biological weapons. Another armed Coast Guard officer remains on the bridge, one remains in the engine room, and two stay with the Foreign Vessel Inspector and Boarding Officer. In Beddes’ department, there are 13 workers. They take turns onboard a Coast Guard Cutter, two weeks at a time, national symbols of economic and military strength struck them with missiles made of the tools of our own prosperity. Maritime Security 2. Safety 3. National Defense 4. Mobility of commerce and recreational ships 5. Protection of natural resources. Right now the Coast Guard’s national defense role is a top priority.
