Community peer review panels will select the grant recipients, to be announced at the Zions Bank Smart Women Smart Money Conference on September 28 in Salt Lake City. Last year’s grant winners included a Family Support Center; a fruit gleaning project that minimizes waste at local orchards; a local chapter of a national initiative to promote math and science among young women and minorities; a water-safety video; and jewelry company that supports the National Teen Dating Abuse Helpline. Over the last six years, Zions Bank has awarded more than $130,000 though the Smart Women Grants. “We developed the Smart Women Grants to help bolster the efforts of everyday heroines who strengthen our communities in so many ways through their various talents,” said Diana George, manager of Zions Bank’s Women’s Financial Group. “As the Intermountain West’s premiere financial center for women, the Zions Bank Women’s Financial Group created the grants as an extension of our ongoing commitment to empower women in achieving financial independence.” Priority consideration for funding will be given to proposals that: promote the empowerment of women; emphasize collaboration between women entrepreneurs or non-profit entities supporting women; directly benefit women or low-income and underserved populations; support endeavors that immediately benefit communities in which Zions Bank has a presence; and for proposals that provide a sound plan for measuring performance and results. During the summer of 2010, Green Valley Academy, by and through its agent Jared Balmer, submitted an application for Design Review to the Weber County Commission for the proposed facility. The application for Design Review sought approval of the proposed Green Valley Academy Private Education Institution under Weber County’s Uniform Land Use Ordinance 36. On or about January 25, 2011, the Commission considered the application and the staff report prepared by the planning staff. The application was granted upon the recommendations of the staff report. The County, the Ogden Valley Planning Commission, and the Board of Adjustment made the final approval, granting Green Valley Academy Petitioner, Jared Balmer, permission to proceed with development of the facility, which has been planned to be built off of Highway 39 on the way to Monte Cristo at approximately 9091 E. 100 S. in unincorporated Weber County, east of Huntsville Town. by substantial evidence and is arbitrary and capricious as a matter of law.” The injunction holds that the county and various boards should have taken into account the other primary uses of the proposed facility, namely, that of a commercial “residential” use where up to 36 students and multiple staff members will live onsite. This use is contrary to Weber County’s AV-3 zoning in the area. The petition reads, “Respondent Board acted illegally in ruling to uphold the decision of the Respondent Commission to grant final design review to the Green Valley Academy interpreting the application by Green Valley Academy as one for a “school” which is allowable in the AV-3 Zone instead of a non-conforming boarding school, hotel, dormitory, residential treatment center, therapeutic school, or other commercial boarding facility not allowed in an AV-3 Zone under the Uniform Land Use Ordinance of Weber County.” They add, “Just because part of the use is a ‘school’ the Board and the Commission cannot ignore the more fundamental use that is not allowed.” The petition continues, “Respondent Board acted illegally and in contravention of its own ordinances when it failed to consider the status and nature of the dormitory facility identified in the Green Valley Academy Design Review application. Snowcrest Baseball Team 2010-11 Eighteen members of the Snowcrest baseball team—the best teammates of 2011—practiced, ran, batted, scrimmaged, and, most of all, had lots of fun this year.
