During the general archery seasons in 1997. 1998 and 1999. archers took an average of about 2.0U0 buck deer each season. By comparison, rifle hunters took an average ot almost 24.000 deer each of those seasons. Success rates fur the past three years show archers had the lowest success: During those three years, an average of about 12.000 hunters participated in the general archery buck deer hunt each year, while an aver age of 77.000 participated in the rifle hunt and an average of 1 1 000 participated in the muzzlcloader hunt. Permits By Region The board kept Utahs 97,000 general buck deer permit cap and set aside 16.000 of those permits as statewide archery permits. The remaining 81.000 permits are rifle s muzzlcloader permits. The 81.000 permits are broken down as follows: Region and Total Number of Permits Available: Northern, 23.000; Central. 13.000; Northeastern - 14.000; Southeastern - 1 3.000; Southern 18.000 A total of 7,000 of the 16.000 archery permits were taken from the Nonhem Region allotment, which had been 30.000. More permits have been .allotted to the Northern Region than any region in the state, hut the region has the fewest public land hunting areas. The Division believes intense hunting pressure on the region's few public land units is one reason deer herds on those areas haven't reached buck to doe ratio objectives. "Now that hunting pressure will be reduced in the Northern Region, hunters who hunt il should find more and bigger deer in future years. Flinders said. II meeting, the Utah Wildlife Board directed the Division of Wildlife Resources to draft an experimental spring hear hunting proposal that would provide enough data to show whether spring hear hunting reduces livestock depredation and the percentage of female bears in the kill. Mike Wolfe, mammals coordina- - Subscribe To The Summit County lor for the Division of Wildlife Resources, said the Division's proposal involves six bear management units in central, northeastern and southeastern Utah. Many of these units have some of the highest hearlivestock depredation rates in the state. In some cases, they also have similar hear habitat. The proposal calls for spring hunts to be held on .the Wasatch Nine Mountains; Mile, AnthroRange Creek; and LaSal Mountains units for the next five years. Fall hunting would not be allowed on these units during that would he allowed on all six areas. At the end of the five-yestudy period, daia would be analyzed to see if spring hunting made a difference. Wolfe said there are a number of reasons why spring hunting might reduce livestock depredation, and the percentage of female hears taken by hunters. He said male hears account for most of the depreciating bears taken each year by the USDA Wildlife Services. Because male hears generally emerge from their dens in the spring earlier than females, and also range farther from their dens than females with cubs, there is a good chance that spring hunters will encounter more male bears. In addition, a female black bear usually has her cubs with her in the spring, which may help hunters know they have found a. female. Hunters are reminded that it is illegal to kill a female bear with dependent cubs. ar time. During the same five-yeperiod, fall hunting would continue on the Manti, North. Manti, South; South. Slope; and San Juan units, but spring hunting would not be allowed. Season dates for the first year of the spring hunt would be pril 14 to May 13, 2001. All legal hunting methods, including the use of hounds to track and tree bears, ar . as possible, the hoard approved two application periods. Hunters will get their first crack at a permit in January, as the first application period will he held Jan. 2001. Results of the first draw will be posted by April 30. Hunters who dont obtain a permit in the first draw may apply May for any remaining permits. Results of the second draw will be posted by June 18. Any permits left over after the1 June drawing will he available, overthe counter, beginning July 26. Also beginning July 26. any nonresident general buck deer permits not taken by nonresidents will he available to Utah residents. Youths are allowed to hunt all three seasons until they take a deer, at which point their deer hunting ends for the'year. "We cant allow youths to purchase an archery permit and hunt all three seasons because archery permits are now statewide permits, and rifle and muzzleloader hunting is not allowed statewide," Flinders said. Youths who purchase a rifle or muzzleloader permit may hunt buck deer statewide during the archery hunt. During the muzzlelcader and rifle hunt, they must hunt in the region they obtained a permit for.
