The Utah Petroleum Association, a division of the Rocky Mountain Oil and Gas Association representing Utah's oil and gas industry, is shocked and angered by Governor Mathesons proposal for a 300 percent increase in the existing oil and gas severance tax. The industry already is . paying the highest tax load of any extractive industry in the state, the association said in a recent letter. It claims the proposed tax increase is unconscionable and completely out of touch with the reality of the oil and gas industry in Utah. The Governor's proposed $33 million increase creates a situation which will effectively stifle oil and gas exploration , and the association development, believes. Petroleum companies will either shift investment dollars to higher percentage recovery states or resume .buying readily available foreign crude. Either situation means fewer Utah jobs, royalties and taxes, the letter said. Utah is a wildcat state. With the exception of a small area in the Overthrust, Utah's potential oil and gas reserves are largely unknown and unproven. Existing Utah oil fields are being depleted more rapidly than new reserves can be found. A devastating tax increase such as that proposed, will further depress an industry already deep in a recessionary slump and further impede efforts to find new reserves for future production. Unemployment in Utah's oil and gas producing counties is higher than the state average. Uintah County reached 10.6 unemployed in October as oil field activity continued to decline. Over 50 percent of Utah's rigs are inactive awaiting exploration financing. Other oil and gas counties are also depressed..
