If we can just get dean water to everybody in these poor countries, we can save more children's lives than any other single thing we can da And yet there ate still places in the United States of America in rural areas, where people do not have access to safe drinking water. We're determined to correct that problem. So we will keep working on that There's a lot more to do." Consistent with this statement and the President's 1997 budget request to Congress, federal funding for Water the 2000, Administration's initiative to improve the quality, availability and dependability of drinking water in rural communities, has expanded by 36 percent for the fiscal year that began on Oct. 1. Water 2000, which targets federal investment to communities with the greatest financial and public health needs, was launched by the Clinton Administration in August of 1994. Its primary financial tool is a USDA program that since 1940 has loaned out over $13 billion for safe drinking water and sanitary sewer systems - with a loan loss rate of less than of one percent (leu than one dollar written off for every one thousand dollars loaned.) one-ten- th According to Administration assessments, some 7.8 million residents of Rural America have fundamental drinking water problems. Included among them are almost me million people - more than the combined populations of Wyoming and Vermont - that still have no water piped into their homes. "Nothing is more basic to revitalizing smaller communities than improving drinking water infrastructure. It means higher public health standards - especially for die very young and very old - and improved mob, housing development and fire protection prospects," said James D. Harvey, State Director for Rural Development in Utah. Became it is virtually undetectable it's dubbed the silent killer, and in the United States it'is the number one cause of death by poisoning. As temperatures fall outside and furnaces are fired up to heat homes across Utah, physicians at LDS Intermountain Hospital's Hyperbaric Medicine Center - the area's leading carbon monoxide poisoning treatment center - are warning residents to have their furnaces properly serviced before they are run for the first time and to install carbon monoxide detectors. 7 The first signs of carbon monoxide poisoning are flu-lisymptoms including nausea, tiredness, and aches and pains," says Lindell Weaver, MD, medical director of the hyperbaric center. "If anyone suspects they've been exposed to high levels of carbon monoxide, they should leave that environment immediately and seek help." Carbon Monoxide Research at LDS Hospital. Dr. Weaver, a nationally recognized clinician and researcher, is the principal investigacarbon tor of several monoxide poisoning studies at LDS Hospital. One study - the only one of its kind in the country - is lookhealth effects ing at the long-terof patients who have suffered carbon monoxide poisoning. Another study at LDS Hospital is comparing hyperbaric oxygen with regular oxygen treatments to see which is more effective for carbon monoxide poisoning victims. Patients in this study are treated in the hyperbaric chamber, a folly enclosed chamber that can administer regular or highly pressurized hyperbaric oxystudy, gen. This is a double-blin- d which means neither the patients nor the investigators know which treatment is being administered. "Our hope is to determine the most effective treatment for carbon monoxide poisoning victims and to learn as much as we can about the effects of expo- residual, long-terke on-goi- m m Submission of Articles For Paper When submitting articles for publication in The Bee, please try to have information typewritten if possible and in upper and lowef case. One unique aspect of the study is that researchers follow patients for a year after their poisoning and can refer them to proper specialists if their conditions require it "We know that carbon monoxide poisoning causes memory and concentration difficulties in up to one-thiof the victims one year after their poisoning," says. Dr. Weaver. "Others may suffer mood swings, irritability, depression, and anxiety." Carbon monoxide is produced when any fuel is incompletely burned by, for example, a furnace or water heater. It essentially kills by suffocation, robbing the body's red rd blood cells of vital oxygen molecules. The Consumer Product Safety Commission (CPSC) estimates that carbon monoxide poisoning kills at least 300 Americans each year and sends another 3,000 to emergency rooms across the country.
