There arc many people complaining because our County Sheriffs Department is unable to patrol certain areas more often. Is it possible to increase our Sheriffs budget and hire more patrolman? Whether or not we can hire more patrolmen depends on at least three factors: the Sheriffs Department to provide more dollars? c. Can funds be transferred from services or projects considered lo be less important to the Sheriffs budget? Before making a comment on this issue, I would like to study in detail the recent survey. Also, I would have lo compare County salaries, benefits and hours lo comparable salaries, benefits and hours in the private sector. A comparison would also have lo be made of similar tasks being performed in' similar counties in our state and other states. If the tax initiatives pass, obviously cuts in programs, activities and personnel must be made. You cannot force larger numbers of students into already classrooms if you want quality teaching. The cuts must come in the area that are nice to have and over-crowd- ed enrich the school program but which are not essential. Also if personnel cuts arc necessary, they must come at the top of hierarchy and not at the level where students would be more directly affected. I'm not sure how to answer the question on what changes should be made in the District I have worked in education long enough to know that radical changes in curriculum, scheduling, or teaching methodology generally meet with failure. Examples are the "new math" and "transformational grammar," which a few were touted as "cure-allODDM OBE The or years ago. program, adopted by our District, has some good aspects to help students and teachers; however, it is also not a panacea for the problems of education and should be looked at very carefully. Good educational practice can be measured by what you do for students and how they feel about themselves and their school experience, not by what you make people think you do. Lasting and worthwhile changes in education must have roots in the home. Parental attitudes toward schools and learning must be positive and this must be transmitted to the students. Parents must then work closely with teachers and administrators lo see that real learning is taking place. In answer to your last question if the reorganization survey points to administrative reorganization what would you work toward? First of all, I doubt if this recommendation comes from the survey, I hope not. If it docs, however, I would strive lo sec that all areas of the County are equally and fairly represented on any new Board of Education. No single area of the County should be allowed to dominate the others.
