Hardware Ranch Sleigh ar program aimed at minimizing winter agricultural damage in Cache County from the elk. Ranch hands feed the elk management almost 5,000 bales of hay every year. Up to 700 elk have been known to winter at the Ranch. DWR biologists conduct studies at the ranch to leam more about the elk and to improve the management program statewide. Sleigh rides are free to the public. The sleighs are drawn by seasoned teams of Clydesdale horses. Division personnel pilot the sleighs around the meadow, stopping briefly among the feeding elk so passengers can take pictures and get a close-u- p view of these magnificent game animals. Carol Dunlap, Public Relations Staff Manager for Mountain Bell in Utah, said the increase results from a tax package adopted by the U.S. Congress last August --a tax package that boosts taxes by $98.9 billion over a three-year ! I penoa. 'Under the August plan, the telephone excise tax will be 3 through 1963, 1984 and 1965," Dunlap said. "After that, the tax will be abolished-unle- ss Congress acts again in the meantime." Dunlap said the two percent increase will apply to any telephone service provided after November 1. 1962, but billed for the first time in January of 1963. Estimates indicate the two percentage point increase will add an estimated $1.3 billion to the excise taxes paid by telephone users in the United States, ine estimates do not reflect the impact of customer premises equipment to be purchased during the coming year, since it will no longer be subject to the telephone service excise tax. Dunlap said the federal excise tax was first imposed by Congress during World War I as a "temporary" measure. It was repealed briefly after the war, but was during the depression, and climbed as high as 25 on calls and 15 on local service. "Several years ago, Congress voted to gradually eliminate the for tax, which had stood at 10 almost 20 years," Dunlap said. "In recent years, it dropped 1 each year, and was scheduled to be 196 in 1961 and eliminated at the end of 1982. "Legislation enacted in I960, however, continued the tax at 296 through 1981, while a law passed in 1961 lowered it to 1 for 1982." long-distran- ce 9-- 0 'h Hyrum is reached by U.S. Highway 8991 east of Brigham City, the road to Logan, Utah. An estimated 400 elk have returned to the ranch, this winter for their annual handout of hay during the long, hard winters for which the northern Utah high country is famous. The Rocky Mountain elk is Utah's official state animal. Ranch superintendent Hal Wood says the traditional horse-draw- n sleigh rides through the meadow will begin on January 1 (New Year's weekend), one week earlier than scheduled. Mr. Wood works for the Division of Wildlife Resources (DWR) of the Utah Department of Natural Resources and Energy which owns and operates the ranch. Normally we need several weeks to get the elk used to the sleighs before we take visitors out. The early, heavy snows this year ljave moved things up, and the elk have pretty well settled down, says Wood. The Hardware Ranch operation is part of the DWR big game bracket.
