(The driver and his wife assisted in unloading, and this was appreciated.) When the final bill was received from Tom and Ron Moore (after several phone calls and extra courtesies extended to us) it was a very low amount. They had been helping us for three months, and all was done 'willingly.' For us. this was a big surprise. This is a family who extended themselves Sometimes, good deeds are just taken for granted. I feel this one should be brought to the attention of the local people about one such family in the town of Coalville. Last July 30, 1982, my friend Janet Quinn and 1 were enroute home to California from a months vacation touring the U.S.A. on Just three miles motorcycles. from Coalville, 1 had engine problems and had to be towed in by Tom Moore's Amoco Station. He was there within IS minutes after he received our distress message. This being Sunday, getting help was almost impossible, such as no banks being open. etc. We had to be in San Jose on Monday to be to work. Much to my surprise, Tom and Ron Moore immediately stored both bikes for us. Frank Moore, their father, phoned the airport and made plane reservations, cashed a check for $250.00 for our expenses home, (we were complete strangers to him) and then, had Ron deliver us right to the airport in Salt Lake City in time to catch our flight home; arriving in San Francisco before dark. After a long delay, waiting for repairs on the Harley in Salt Lake. Ron again transported the cycle hearts. Budget Crisis Utah Foundation Reports: observation was reported by Utah 'Foundation, the private tax research organization, in their Utah state finances. According to the Foundation study, state finances in Utah have deteriorated badly during recent months! By the end of October, sales and income tax receipts in Utah were $32 million below the' targets set by the 1982 Utah Legislature when it made its i 982-8revenue estimates last 3 January. To meet the pending state financial crisis, the governor has taken the following actions to cut 1. A 2 percent across-the-boar- d cut in all 1982-8- 3 appropriations made from the general fund and the uniform school fund. 2. An increase from 26 percent to 28 percent in the state income tax withholding rate effective October 1, 1982. If the two percent across-th- e board spending cuts are fully $20 million. The speed-u- p in pressing income tax withholding could bring $10 to $12 million in added revenue to the state during the fiscal year. current Even with these actions, the 1982-8- 3 a Foundation calculates that the state still could end the 1982-8- 3 year with a deficit totaling $18.3 e million, based on revenue estimates. Moreover, it is uncertain as to whether the governors expenditure cuts can mid-rang- be completely effective without further legislative action. While this action will meet some of the current financing problems facing the state, it will eliminate, or at least reduce, future revenues to the state from this source. The Foundation analysis shows that Utah could be $21 .5 million short in funding present programs and appropriations for next year with no increase in spending levels. Any increase in state, expenditures from present spending levels would, of course, further exacerbate the serious financial problem faring the state. Nevertheless, Foundation analysts are optimistic that the state will be able to balance its budget for next year without any major tax increase.. Economic recovery is essential, however, if state finances are to be permanently restored to a healthy condition. The report notes that inflation has been a major factor in the rapid rise in state expenditures during the past decade. Recently, there has been a decided moderation in the inflation rate. This apparent slowdown in the inflation rate combined with the extremely tight financial prospect for the period ahead may result in holding down future expenditure increases in Utah.
