WaaNch Wavs. Summit County Bm and Parti CKy Record on May 11. 197S KEStOS messsss 1970 the county commissioners of Utah, Wasatch, and Summit Counties and the mayors of the cities within those three counties joined together to create the Mountainland Association of In Governments. In forming this voluntary association of local governments, the officials stated its purpose and principal function should be that "We, the representatives of local government in the respective counties of Summit, Wasatch, and Utah find: problems of growth and development so transcend the boundary lines of our local government units that no single unit can plan for their solution without affecting other units in the region; various multicounty planning activities available under various laws of the United States should be conducted and administered in a coordinated manner;, and .intergovernmental cooperation on a regional basis is an effective means of porting the resources of local government to approach common problems. The Mountainland Association of Governments shall be a voluntary organization of governments to facilitate intergovernmental cooperation and to insure the orderly and harmonious coordination of federal, state, and local programs for the solution of mutual problems of the region. In 1975 the commissioners and mayors added another purpose and function for Mountainland when they stated, The functions of an association of governments is to strengthen the capacity of local government in determining the policies, priorities, and procedures that will assure that the products of government will serve a recognized and defined public interest. Today some voices are being heard to say, "Is an Association of The Mountainland legion, made up of Utah, Wasatch, and Summit counties, is one of the really great places to live. Spectacular scenery, a host of recreational activities at our back door, employment opportunities, and excellent educational facilities all make up the good life we enjoy here. Because of the amenities our choice area offers, more and more people will be attracted to the region. The population will nearly double in the next 20 years. Problems of environmental pollution, water, housing, transportation and employment are all associated with this growth and development Thaf s what prompted the elected officials of Utah, Wasatch, and Summit Counties to get together and face the problems of land use planning, pollution prevention, economic growth, and other quality of life issues together. Instead of each county initiating programs to deal with these problems that would i and duplicate effort, county officials and mayors of the cities pooled resource people to attack our mutual problems. The result is Mountainland Association of Government (MAG). Governments necessary, is it another level of government, and is it accomplishing what it was created to do? Such inquiries are legitimate and need answering. Therefore, the Mountainland Association of Governments has prepared this information publication in the hope that it will provide a better understanding of what the elected officials believe js a vital function, that of planning for the future of our three-count-y area and local helping government successfully meet the challenge of growth.
