| Show WHERE DOES TAX DOLLAR fid 1 following is the report of 0 the committee on finance of the utah educational association which was waa adopted at the recent state convention in salt lake city A few days ago a well to do citizen of salt lake city protested to a prominent school officer against the proportion of his taxes used for school purposes he bad just paid his taxes and to emphasize his point he produced his tax receipt tor for a thousand dollars when I 1 realize he said that dollars out of that thousand goes to the schools I 1 consider it Is about time to look into things it was fortunate that he had bad his bis tilix tax receipt and was willing to go into it in detail an analysis of the levies given on his tax notice showed that his thousand dollars was paid as follows for general purposes state I 1 mill county mills city 13 mills total 2159 mills for school purposes state eions 35 mills common schools 3 mills high schools 5 mills county schools 25 mills city schools lua mills total 20 mills the above statement that 35 mills goes to state institutions is made on the assumption that all educational education appropriations are taken from the direct taxes whereas only mills 23 28 per cent or of the 4 12 1 2 mills general tax is so set ri r ca i 3 y saw law i balance being taken frob roi ro i tia ta gerral general ger ral state stale fund which is mada up of direct taxes inheritance erit price ta cs cc acri fer arid and receipts from a gr gri a v baay si c sources but for the sake 0 of the i cItY all sch acl c rc r C irja a are I 1 hare dipre chars id ed to direct taxes A glance at thu the above figures was all ai that was necessary tor for tills this to see that less than halt half of h his s taxes g goes to the schools reducing the proportion to a percentage basis he found that he had paid to education 48 8 cents out of each dollar or a of WO instead of WO out of his thousand dollars in other words he had assumed that the state county and nd city governments are getting only 12 per cent of his taxes whereas they are in reality getting 52 pr cent just 4 13 1 3 times as muchas he had ed cd being a reasonable man and in te rested in education lie he saw his mistake and changed his attitude towards the schools the following table shows the proportion of 0 taxes going to the te schools school in the five utah cities of the first and second class salt lake lahe city school purposes 43 percent for or other purposes 52 per cent I 1 ogden school purposes per cent other purposes per cent provo school purposes per cant other purposes per cent murray school purposes per cen Len purposes per cent logan school purposes 36 per cent other purposes 64 per cent these fife five cities have about 44 per cent of 0 the assessed valuation of the state of utah andray and pay the therefore reford nearly halt of the taxes it will be observed that the above figures do not include special taxes tor for bounties and other ether purposes persons persona who pay these special taxes will ol of course find the proportion of their taxes used for school purposes still less the following table gives the pro of taxes going to education in the leading cities of box elder eder county assuming that all appropriations for education come from direct taxes and that the state stale government uses all ether expendable state incomes such as inheritance taxes corporation tees fees office receipts state licenses etc none of which are here assumed to go to the schools it should also ie be borne in mind that in this calculation the state university the agricultural col lege the schools for the deaf and blind the industrial school the branch agricultural college the juvenile courts the state high schools the elementary schools and all extension and farm fann demonstration work are supported by these direct taxes the above figures do not include taxes collected on range horses cattle attl sheep and goats tor for state bounty funds none of which go for education any tax payer in any of these towns by glancing at the foregoing table can see at once what proportion of his taxes V ax goes to education and what proportion is used tor for other purposes for example if your property is in brig ham 03 cents out of each dollar or of taxes paid went tu to county and state education on in 1915 while cents out oat of each dollar went to other purposes lit in willard cents went to education while cents went tor for other purposes in garland cents out of each dollar went for education hile cents were expended tor for other purposes it if the taxes collected on in range horses cattle sheep and goats for bounty purposes were included in the above reckoning it is probable that about 30 50 per cent of 0 the entire tax revenue ot of the county will be found to go to education not 83 per cent as tax payers have been led to believe |
