Allen Edwards, representative from Division Risk Management, reported on the school districts coverage under Risk Management. He reported on the self insured program for school liabilities and the coverage that is provided. The District is covered for anything it is liable for, or show negiligence on, that may cause personal damage, vehicle damage, property damage, civil right violations, etc. The audit report was presented by Ed Stewart of the auditing firm of Gilbert & Stewart, and he reported to the Board Members that the District is in excellent financial position. In an unanimous vote of the Board, the audit report was accepted. Board member, Dennis Timm, told the Board that there are two new students at Callao School. He also stated that the flagpole has been installed but the school does not have a flag. Supt. Rowse said that both US and State flags have been ordered for all the schools. Dennis also reported that Lake Philgas will need to move the propane tank at Callao School to West Desert School, to be used for heating the gymnasium. A request was made for a copy machine for the West Desert Elementary, also. The Board voted in favor of purchasing a new copy machine for the school. In her report, Supt. Rowse told the board members that the State Bus Transportation Division requires school districts to have a policy in place on Expectations of Bus Students. The proposed policy requires parents of bus students to know these expectations and also to sign the agreement. The policy was accepted by the Board. A tentative draft of a District Dress Code was presented to board members. The dress code will need to address all students including elementary. A parent meeting will be held to discuss the dress code objectives. Regarding the school breakfast program, the board was informed that approximately 45 students are eating breakfast at West Desert and 40-4- 5 at Eureka every morning, indicating a very positive response to the program. The superintendent reported on the Comdex Technology Conference in Las Vegas. She felt the conference was geared more for retailers than for educators; and that teachers and students would benefit more by attending an educational technology workshop. Her recommendation was not to send teachers and students to the Comdex Conference. A tentative 1996-9- 7 school calendar was given to the Board. Before adoption, the calendar will need to go to the staff and parents for input. Supt. Rowse also propsed additional teacher inservice days for training Administrators and Teachers on ways to develop curriculum, set goals, and be trained in ways to access their goals. A presenter would be brought in for the training. Board members were in favor of scheduling the additional inservice days for the next school year. Supt. Rowse reported that she had met with White Pine, Nevada administrators m September and 1995, they had discussed and agreed on a contract which would allow White Pine students to attend school at the West Desert. However, White Pine has not yet signed the contract and quarterly payment has not been paid. Supt. Rowse has contacted Blake Ostler with Kirton and McConkie Law Firm and has faxed a copy of the contract to him to study. She hopes to get a finalization on the agreement soon. Those enrolled in the Community Education Program, number 51 adults in Eureka and 40 adults at West Desert. A discussion was held concerning the policy on accumulated sick leaves for the District employees. Superintendent proposed that any new hires after January 1996, receive a maximum of $25.00 a day for accumulated sick days up to 120 days. She also proposed that any substitute teachers without a certificate be paid $35.00 a day and with a certificate the pay be $45.00 per day. The proposals were accepted by the Board. An explanation was given about an Employee Benefit Plan available through Educators Mutual. The additional cost for this benefit is $3.64. EMIA has agreed to pay $2.32 of that amount and the superintendent proposed that the District pay $1.32 for each employee to pick up this benefit. Board members agreed that the District could pay into the plan for the one year.
