Owen Quamberg, of the Utah County Sheriffs Department, reported 15 arrests were made on the Tower Road at West Mountain near Lincoln Beach Saturday night. He said he suspected a lot of those were connected with traffic going in and out of the sand dunes. On Sunday, between 3 and 9 p.m., Lieutenant Quamberg said some 70 arrests were made on State Road 68, mostly for illegal possesion of alcohol or driving under the influence. The Juab County Ambulance Association said there were only 33 accidents this year, compared to 105 major accidents at the dunes last year. Justice of the Peace Loa Jean Hansen, held court this year right at the' sand dunes, dealing with alcohol possession, reckless driving and many vehicles without registration. The whole atmosphere was one of calmness and control, and the law enforecemnt officers did a superb job of keeping all areas under control, she said. Visitors to the dunes on the Easter weekend found four miles of new road leading to the hardtop two-lanSand Mountain area, plus a large blacktop parking area.
