" Aram the Utah Division of Securities contend that between August 1998 and September 2000, Jay C. Sorenson, 38, collected $233,000 from 17 Duchesne County residents and an Arizona man who was visiting the area, under the guise ofdepositingthe money in a no risk investment opportunity that would provide a return of up to 400 percent per week through an offshore program to leverage money. According to documents filed in 8 District Court, during a meeting in Roosevelt in the summer of 1998, Sorenson explained to a handful of potential investors that their money would be put into an account in their name which they would control and have access to through acreditcard to withdraw money from the offshore account in a bank debenture trading program. State and federal securities such investment opportunity exists. Investigators say Sorenson hired Hancock Cove resident Dean Kessler to act as an agent for his Premiers Growth Management and promote the allend investment scam in the county. Neither Sorenson nor Kessler are licensed to sell securities in Utah. Kessler pleaded guilty last Septemberto one count of third degree felony securities fraud throughaplea in abeyance and agreed to talk to prosecutors about Sorensons trading program. Alleged victims ofthe fraud scheme invested from $3,090 to $30,000 each after being told their money would be pooled with other investors money in an offshore bank account which was used to loan money to Costa Rica. Court documents state that some investors were promised their money was safe because it was insured by Lloyds ofLondon and would not leave the oflbhore bank account.
