However, Utah's overall tax burden still ranks high -15th among the fifty states. The study, "How Utah Compares, looks at the states three primary sources of taxes: property, sales, and individual income. The decrease is a departure from a long trend in which Utah state and local taxes have consumed an increasing share of personal income. From 1991 to 1995, Utah's ranking among the 50 states rose from 22nd to 13th in the nation. Among the surrounding states, Utahs tax burden ranked second heaviest just behind 14th ranked Utah's property tax rank improved slightly from 35th last year to 36th this year as property taxes dropped per $1,000 of personal income from $28.85 to $26.94. This year's decline follows in which Utah's property tax burden have dropped over five years from $30.36 to $26.94 and lowered Utah's ranking from 27th place to 36th. The decrease is due, in part, as a result law requir of the ing taxing entities to announce and hold a public hearing before exceed ing the certified tax rate. With this law, state and local governments have been reluctant to raise property taxes. Also, since 1995, state lawmakers have reduced property taxes by over $150 million. Along with New York, Oregon ($40.07), Maryland ($39.39), Massachusetts ($38.33), and Minnesota ($36.57) round out the five states with the heaviest income tax burden.
