Dutch John was originally built by the federal government during the construction of Flaming Gorge Dam and Power Plant Since the construction of the dam and reservoir, Dutch John has been used mainly to house the local employees of the Bureau of Reclamation (BOR) and U.S. Forest Service (USFS). This legislation represents a major breakthrough. This is a win-wsituation for everyone in involved. The legislation also calls for the sale of the homes located in Dutch John, which are also owned by the federal government. This legislation will privatize the town of Dutch John, and hand over local control of the federally owned town, currently administered by the BOR, to the residents of Daggett County. Currently, the BOR funds the operation and maintenance of Dutch John with the use of revenues generated from the production of electricity at the Flaming Gorge Dam. Specifically, the costs of administering the town are covered by revenues from the Upper Colorado River Basin Fund, established by the Colorado River Storage Prpject Act of 1956. This legislation is the result of many months of negotiation with sale of these homes will be placed into a separate trust fund to be by Daggett County to help of the costs associated with the privatization of this federally owned town. "The time has come, for the federal government to hand over its control of this small town to Daggett County and its residents. For the first time, we have everyone involved agreeing that local control should be handed over to the residents of Dutch John and Daggett County," Onon continued. "While the independence of Dutch John is not complete yet, this legislation represents a huge step in the process.
