Each participant competes in seven different areas: A written test, which tests their knowledge of hoses, horse science and horsemanship; three judged events, including Showmanship at Halter, Western Horsemanship and a Trail Class; and three timed events, including Pole Bending, Quadrangle Stake Race and Barrels. A report issued by Duchesne County shows that in Junes primary election as few as 38.1 percent of the 6000 registered voters withinthe county actuallycast their ballots. Numbers varied between districts by as much as 30 percent but all districts suffered fitn low voter turnout Duchesnes First District received the highest number of ballots cast with 64 percent of registered voters showing at the polls, while Roosevelt's Fifth District received the lowest numbers with a low 24 percent of registered voters in District One. Duchesne City Election Judge, Veva Tollefson suggested that Duchesne citizens were attracted to the polls to place the current sheriff ofDuchesne County, Merv Gustin on the Democratic party ticket, explaining, that in the Duchesne City community "he is so per-ha- pe well liked. Mrs. Tollefson also disclosed that she called voters and reminded them to register to vote. She added, 1 dont understand why people will not exercise their right to vote. Velva Lee Sherman, Election Judge serving the Rooeevelt Fifth Distinct commented. "There is al between general elections when there is a presidential election going on, or a "hotly contended contest, however, according to Shaman the main reason for low voter turnout is "apathy." She explained that people don't want to take the time to vote or they dont think it will make any difference because people often think that politicians are deceitftil leading to a "whafs the use attitude. Vernal City Police Detective Joe Boren, who currently serves as Strike Fores Director, said when ths federal funds became available area law enforcement saw an opportunity to enhance their drug eradication program. "We were able to update our computers to tie in with other agencies and gain more information, and we were able to put officers on ths payroll." The money not only goes to ' salaries, but is also used to make drug buys and conduct undercover operations. "The philosophy behind the program is that the federal government provides the money to go out and make drug buys which result in seizures of drug related property," Boren explained.
