He asked if the county would put a dumpster on his property so they coiild separate the trash from the recyclable material. He informed the county that the state was requiring the counties to implement a recycling plan by July, 1993. He would like thecounty to guarantee him that they would put out a contract to bid for a recycling prqject in the county. Commissioner Reynolds said the county could do nothing until we receive the information of what we need to do. Von Edwards said he would like the county toinform him at least six months before the implementation date if we were going to bid it out The commission will check with Georg to see if there is a dumpster available to put at their place. The county would be responsible for the dumpster. Mr. Edwards mentioned that he would be willing to bid it on a cost plus basis. If it was costing more to pick . it up than they made then they should be paid the difference. Vouchers. Deputy Attorney Marilyn Neileon presented the vouchers to the commission for approval. After review, the vouchers were approved except those to 3D Communications, Department of the Interior, Utah Local Government Trust, and the Deputy Sheriffs for Forest Patrol. Tax Adjustments. Diane Freston presented the following adjustments to the commission: Daniels, LewisRev-ella- , for the year 1991, a credit of $36 for garbage adjustment The adjustment was approved. 967-4775- 7, Assessor, Air Conditioning; Centrally Assessed. Assessor Greg Garff met with the commission to discuss the above items. He explained that the air conditioning does not reach his office. He said it has already been over 80 degrees. Greg felt like a swamp cooler on the roof would probably do the job. He. will check on the cost involved. Greg also presented information on the Gavilan wells in Duchesne. He has inspected these wells, and showed the commission the personal property that was on the well which was not on the State Tax Commission records. Greg said he has talked to Joe Kemp about his proposal. Joe is not sure what kind of rate to charge, hourly, contract, etc. Greg also asked for clarification as to what his office will be involved in as far aB the right of way acquisition on the Arcadia road prqject. Commissioner Reynolds said that Marty will be doing the appraising while Nancy will be doing the negotiating. Records Officer. The commission received a letter stating that according to the new government records access and management act, the county was required to appoint a records officer. This individual would be responsible to inventory, classify and set up a records management program. The commission appointed Clerk Deron Wilkerson as records officer. Minutes. After review, minutes of June 2, 1992, were approved. Native Asphalt, Cities. Present for the meeting were RoJean Duchesne Mayor; Leon ' Fillingim; Delaine Tidwell, Alta- mont Mayor; Farrell Markham, Altamont City Council; Harry Fieldsted, Altamont City Council; Dennis Jones, Tabiona Mayor; Roosevelt Leonard Ferguson, Mayor; Larry Dye, Myton Mayor. Commissioner Reynolds said the ' commission is looking at providing divided be to ton of 5,000 asphalt between the cities possibly each year. With the equipment time already available to the cities, the county would also be able to lay it within the bounds of their allotted time. They would be able to lay more if the cities would use their equipment on the project along with the county equipment Commissioner Reynolds said the commission felt like the cities should meet and decide how the asphalt should be divided up this year. This was because some cities may be ready for it this year and others may not Commissioner Reynolds suggested that the mayors get together and decide how to split it up. The mayors will meet together and then meet with the commission next week. Leon mentioned that the D6 cat borrowed by the landfill had a cracked head. He asked if he should fix it and bill the landfill department, or have them fix it. The commission felt like either way was acceptable but the landfill should pay for Leon asked about the cattle-guar- d problem. Since the county agreed to replace the cattleguard for Lamont Moon, he has had several requests to replace other cattleguards. He said if we replace this one we will have to replace about 8 others. Commissioner Dastrup said with this situation we should stick to the ordinances. We would not replace the cattleguard, it rather refer the landowner to the BLM who removed it Leon Fillingim said he appreciated the support he received from the commission on the truck bid, and the lawsuit initiated by JRJ Service, Inc. Escaped State Assessed Property, Mark Eccles. Mark Eccles from HBP met with the commission to discuss the countys plan to hire a consultant to check far escaped oil company property. He said he wanted to make sure the county was aware of the ramifications of this action. He said the batteries in the Bluebell field are valued at $66,500, this amount is steady and does not depreciate. This value may be too high, if we begin checking these values, we may have to lover them rather than raise them. He said when he checked the valuation work done by the State Tax Commission an HBP he found a 37 error rate. Mark Eccles stated Mr. Ario Faucett does not understand the rules and he does not trust him. If Mr. Faucett comes on to my property again I will have him arrested, if the sheriff wont arrest him, D1 run him off with a gun. Commissioner Reynolds said he did not accept scans of the things Mr. Faucett said but some of the things did make sense. Mr. Eccles said he is struggling to get money from his company for this area. His company has invested in Argentina and in Russia and are concentrating most of their funds in those areas. He would hate to see the county do something to make it even harder to get Bob and Evelyn without Planned Savings Plus. ' fluids. Mark said the problem was with the Utah State Tax Commission, not the ail companies. The whole tax commission operation is a mess, and he feels state assessed property should be assessed locally. Commissioner Reynolds said when tiie oil companies had the assessment method changed, they stated they only wanted a fair assessment method. If that is the case, they should have no problem with the county checking the wells. Mark said that is true, if we can do it without lowerirg the total assessed value. He feels some of the property is overvalued which would be discovered by an investigation. If the county discovered oil property was overvalued they would be obligated to lower it Commissioner Dastrup said he felt like the best way to deal with the State Tax Commission problem would be for the countys to assess all the property in the county. This would bring jobs to the county and it would put the assessment at a local level. Mark said he did not object to , someope like Joe Kemp looking at Bob and Evelyn with Planned Savings Plus.
