The county addressing system, nearly complete, is an important step in preparing for Enhanced an improved emer911, or gency response program that will allow anyone anywhere in the county to call Central Dispatch and get immediate response without giving an address on the phone, by simply dialing 911. County residents have enjoyed the benefits of regular 911 service for some time now, but the residents served by US West await PSC approval of a d surcharge (to cover costs of implementing the service) before contracts can be signed. 1, county-assesse- 50-ce- Following that approval, ad- dresses must be checked against phone numbers to make sure everything matches, says county commission chairman Clint Peatross. "That can be a process, since it is mostly done service is not by hand," so expected before next fall. At that time, however, the entire county Peatross can be served by indicates. The county addressing system will also be an advantage for service companies and delivery companies, stated county planning director Jack Wood, as well as anyone in need ofa specific address for locations that were, in the past, given by sometimes unfamiliar landmarks or vague directions. The addresses are set up on a bicounty grid. Western Uintah County had already set up addresses based on the Roosevelt grid when Duchesne County began the time-consumi- E-9- 1, process, explnins, used for want to Commissioner Peatross so the Roosevelt grid was continuity. 'We didnt have addresses change abruptly at the county line. We needed the grid to continue through the two county areas. The center of the grid is in Roosevelt, not the county seat, says Wood, so most of the Duchesne County addresses will be "weBt" numbers, and all of the Uintah County addresses will be Commissioner Peatross county points out that west-enaddresses would have high address numbers even if the center were at the county seat; "High numbers in the addresses are not a problem, it just takes a while to get used to them. The grid progresses out of Roosevelt in all directions, but each city has been given the option of joining the larger Roosevelt grid or retaining their smaller grid within the overall grid. One glitch in the Bystem, as pointed out by Wood, exists because Roosevelts grid begins at Lagoon Street-- 0 North. Because Lagoon Street is two streets off a section line, the county is using 200 North (which extends to Highway 40) in Roosevelt as the 0 North line. "What this means, savs Wood. "Is that as soon as you leave the city boundary going west, the address shifts from id 0 north to 0 North." With road signs up, crews are currently assigning house numbers for each hone and business in the county. "This project will take some time to complete," Wood states in agreement with Commissioner Peatross, as "There are over 5,000 homes and businesses in the "east-numbe- rs. d east-we- st Thera was a two car accident involving three people on Saturday, October 19th, according to investigating officer, Heber Smith. UBT provides warning and advice for customers interested in 900 numbers When 900 numbers first arrived on the telephone scene, many people jumped right in to eryoy a new, novel phone service. n Many companies reasonably-price- d sponsored weather, sports, and information numbers. But today, say representatives of Uintah Basin Telephone, 900 numbers are fraught with frustrations as build moneymaking schemes around the use of 900 numbers. The commissioners adopted a resolution in a meeting held on October 15, after some discussion. Attorneys Herb Gillespie, for Duchesne County, and Harry Souvall, for Uintah County, will be able to cross over county lines for prosecution on certain court cases and particularly for drug cases. According to Souvall, If a crime spree goes across the county line, we can have just one prosecutor to deal with the one case. Rather than having two prosecutors doing the same work on the same case. The cases would still have to be heard in the two counties, but would allow for only one that realm. Commissioners and mayors hold public hearings mi the projects, says Commissioner Peatross, to determine public support. A ranking and rating criteria, established by the State Office of Economic Development, is next used to determine worthiness of funds. The $80,000 will be allocated sometime in February, says Peatross. All of the projects could receive partial funding, or monies could be granted to just one or two of the prqjects, depending on the ranking and rating process, he said. Stores operating without licenses to be contacted Approximately 30 businesses in Roosevelt City are delinquent in paying their licenses to conduct business in the city. Hfoncock commented that the businesses operating with delinquent licenses have received several notices. Most business see a TV ad promising a free gift, think seriously before calling a 900 number. The total of 30 businesses that have not paid their licenses is an increase over previous years. "We have never had that big of a problem before," said Hancock. "Its not fair to those businesses who are paying a business license. We have to get tough on delinquent business licenses. We should direct the police to contact them," commented councilmen during the October 15 meeting. attorney to handle the case. Souvall went on to say, "Ultimately the final decision on a case would lie with the county attorney (within whose jurisdiction the crime occurred). This will simply enable us to save time and money. Souvall also stated that it wouldn't mean any more money for the attorneys, only for them to have the opportunity to work together and help each other with crimes. Gillespie stated that the cross deputization will help out in drug cases where a vehicle has been used to transport illegal drugs across the county lines. If the county pursues a case in forfeiture of the vehicle used in the crime, a conflict of interest could arise. The county attorney would be prosecuting both the case for forfeiture of the vehicle and for the actual drug related crime. The offender may try to trade his vehicle for a lesser sentence, therefore creating an awkward position for the county attorney. With the cross deputization in place, the attorney from one county could handle the drug case while the other attorney handled the forfeiture of vehicle case. This would alleviate any possible situations for conflict of interest Ifthe crime occurs in Duchesne County the Duchesne County attorney will handle the drug case, while the Uintah County Attorney would handle the forfeiture of vehicle case. If the crime occurs in the Uintah County than they would handle the criminal case while Duchesne County handled the civil case. cross-count- y |
