' They had identified the Bridgeiand to Pleasant Valley line as a branch line and could not participate in what they called a distribution system. Since the Conservancy District was unable to participate, the proposal was rewritten and divided into two phases. Phase one consists of the eight miles of line from Bridgeiand to Pleasant Valley, new supply line from the Ioka Road to the Johnson Water tanks at the well site and moving the tanka at that County. Thursday the States Com-- .' munity Impact Board' (CIB) approved a grant of 8455,000 to proceed with a portion of. the proposed aquaduct from the Duchesne Water . Treatment Plant This portion of the' plan has been termed phase one by Johnson Water officials. Phase one is a portion of the original plan to build a twelve inch line from the 18 inch line up on the Blue Bench Road, North of Duchesne, to Johnsons existing 144,000 gallon storage tank West, of Highway 40 on the North Myton Bench. The orignial plan also included building an eight ' inch pipeline from the end of the East Duchesne line near Bridge-lanto the Johnson Water tank in Pleasant Valley. On June 6 the CIB approved funding for this proposal, hoa ever, the funding was contingent upon matching funds being provided by the Central Utah Water Conservancy District. Funding from the CIB was for f 1.6 million with $300,000 of it as a 4 12 percent loan and the rest site to a higher elevation. It also included cleaning and renovating the deteriorating tanks interior. Phase two of the revamped proposal will be the main aquiuiuct line from Duchesnes Treatment Plant. Johnson Water representatives have expressed confidence the CUWCD will participate in that phase and fund it The CIB grant of 1455,000 which was approved last week is being released from the funding approved by the Board in June fin: the project, a Johnson Water District spokesman stated. The engineer on the project is Reid Johnson, of Valley Engineering, who anticipates having the engineering completed and the approval of the State Health Department in time to submit the project for bids in December. Charles Thompsen, of the Johnson stated three benefits of phase one of the project to the county, (hie was the increase of water quality to approximately 25 percent of the District. And a third was the financial benefit to Duchesne City and the East Duchesne District by selling the excess water which they are paying for' and reducing their per unit cost. A tragic accident took the life of Zetta (Mrs. Larry) Hartman, 48, and their daughter, Lorie, 15, Sunday evening. They were traveling to Springville to a Fireside. .
