January 10. .This session will run for 60 calendar days and will deal with the general laws of the state and set the budget for Uie upcoming fiscal year which begins , . Some of those are: indirectly without really knowing tney are paying them. Examples are. severance taxes, utilities franchise tax, and gross receipts tax on utilities. The Federal Windfall Profits Tax collected nearly $300 million in Utah in 1981 alone and you pay for it in the gas you buy or produce you buy with freight as 1) Additional bonding by the state for projects such as water and waste water development, and for building projects for university buildings, and other state buildings. 2) Increasing taxes. 8) Trimming state government expenses. I would like to briefly discuss these options with you and in so doing will give you my positions on the various alternatives mentioned. a cost. Thus we have high interest rates in real terms and this is why businesses built on inflationary philosophy are failing, unemployment is high, and even solid businesses! and people ate in financial difficulty. I think the best way for recovery is for government in an orderly fashion to begin to live within its means. This does not mean an end to essential services in most cases, but it means everyone being willing to take a little less in their pet programs.. Some less essential programs need to be stopped. At the same time some programs such as education have to be enhanced due to the growth of the student population, I will discuss the education dilemma in a later report during the upcoming legislative session. Please feel free to contact me with any issues or concerns you may have which deal with state' government Bonding: Bonding is deficit spending the state or local government entity which ehooses to do so. When local : decides to bond, the pertinent issues about the need for the bond and the : costs incurred are brought before the , people affected and they then vote to approve or disapprove the issuance of the bonds. When the state government wants to bond, the legislature, as your s' elected representatives, has to approve " : or disapprove the bonding.
