Sponsored by the Roosevelt Area Fine Arts Council, the one-yescholarships have been established to assist students who wish to begin a college career but prefer to remain in the Roosevelt area. ' "In addition," said Carlson, "the scholarships are intended to expand the basic concept of the Fine Arts Council as a promoter of the arts in tiie community.
