SAN JUAN COUNTY SOCIAL SERVICES BLOCK GRANT DISCRETIONARY funding INTRODUCTION San Juan County will receive 892.000.00 in Social Services Black Grant Local Discretionary funds for Fiscal Year 2001, beginning July 1, 2000 through June 30, 2001. These funds are mode available through the Social Services Block Grant Act, hereinafter referred to as the SSBG Act. iiRecd Sampson Chairman 2000 in the San Juan B Tu protect children and adults who cannot protect themselves from abuse, neglect, ex- Cops bust two meth labs in Grand County Lawmen from Grand and San Juan county sheriffs offices and Moab Police Department confiscated two clandestine methamphetamine laboratories on April 5 after successive afternoon and evening raids. Two men were arrested and other suspects are being sought following the initial busts. The drug sweep is the first time Grand County lawmen have allegedly found an operating meth lab in the Moab area. Some investigators say they have long had their suspicions that meth labs were operating in Grand County, but never before had they found more than a few isolated pieces of suspected lab equipment. The anti-dru- g operation was based on information obtained by investigators several weeks ago. After obtaining the proper search warrants and learning that the lab was probably in operation that day, they made their move. The initial target was a remote camp trailer at Lake Bottom, several miles up the Dolores River from its confluence with the Colorado. Later that evening a Spanish Valley residence was searched and further evidence was discovered, including chemicals used Times Independent in the manufacture of meth. Moab - Suspects arrested for meth in East Carbon East Carbon - East Carbon Police chief Sam Leonard credits his officers with applying sound law enforcement techniques in building a case after finding a methamphetamine lab. A suspected drug house in East Carbon had been under observation far several weeks when police raided the home, arrested two residents, and discovered a fairly large suspected meth lab in a bedroom. The officers also discovered a small amount of what they believe to be finished product, ready for possible sale. Last year, East Carbon police had 36 drug related arrests in the Sun Advocate local area. Sixth meth lab found in Ashley Ashley - In an attempt to locate several suspects for parole vio- lations, officers uncovered their sixth clandestine methamphetamine lab in the past year. Agents recently went to an Ashley area residence in an attempt to locate subjects wanted for parole violations. As the officers entered a trailer behind the residence, a functioning methamphetamine lab was discovered in the trailer. Officers noticed chemical fumes, observed the glassware and immediately evacuated the trailer. A search warrant was obtained and the drug enforcement administration clandestine lab team was summoned to process the lab. Officials, state that because of increased pressure from law enforcement on the Wasatch Front more meth labs are being set up in rural Vernal Express areas of the state. Thwarting meth threat in county Price - The best way to thwart the threat of methamphetamine in a community is for parents to educate themselves and talk to their children, said a member of the Carbon County Drug Task Force. Reports show that teens whose parents talk to them about drugs are half as likely to use drugs as those whose parents do not speak to them on the topic. Current drug users in Carbon County most often range between the ages of 19 to 40, with teenage use largely centered around marijuana. Methamphetamine use among high school seniors more than doubled between 1990 and 1996. In addition, law enforcement officials have caught teens as young as 14 and 15 using and selling the Sun Advocate drug. Rico talks secession from Dolores County Dove Creek - Representatives from Ricos town board are leading a drive for Rico to secede from Dolores County. Proponents of Ricos plan to withdraw from the county point out that Rico residents pay almost 20 percent of the county property tax and get little in return. The school isnt open, and there is no local law enforcement in the area. Adjacent San Miguel Countys mill levy is about half the Dolores County levy because property values are so high in parts of the county. In addition, residents of Egnar want no part of a proposed trade between San Miguel and Dolores County, according to Egnar residents who attended a work session with San Miguel County Commissioners. The Egnar residents quickly vetoed the idea of joining their southern neighbor if Rico becomes a part of San Miguel County. CONTRACTING PROCEDURES Hie San Juan County Commission sets the priorities on allocation of funds baaed on the recommendations of the SSBG Human Services Board. This board consists of individuals appointed by the Commission and represents all areas in San Juan County. The SSBG Human Services Board will meet June 22, 2000 at 1:00 in the Sen Juan County Library in Blanding to review the applications. Applicants may have a representative attend the meeting to explain the request or answer questions. It ie net necessary to be in attendance to have your application considered. After hearing the proposed applications, the SSBG Human Services Board will make recommendations to the San Juan County Commission who, in turn will make the final decision as to the funding.
