I know that Im not supposed to look back, but Id like to go back to The San Juan Record HOMETOWN NEWSPAPER FOR SAN JUAN COUNTY. UTAH SINCE 1915 the sale of the system 20 years ago. I, as an employee, was closely involved with the system. We seemed to be making money (lots of it). In terms of dollars, probably more than the repurchase predicts. It was subsidizing the other utilities and I thought it to be unthinkable to sell it. The auditor kept telling us that we had better take a close look at the depreciation, the horrible condition of the system and an operation and maintenance program that was out of control. The Council, I assume, made the decision to sell it based on the facts available to them. Im sure it was a very difficult decision. The City, however, moved on and did what they had to do. I challenge anybody to find a small town that has done more, with the concurrence and support of its citizens, than Monticelio has in the last 20 years. Weve constructed reservoirs, bought water rights, built a water treatment plant, have a dual water system, completely upgraded cur distribution system, and fire protection facilities (fire house and fire hydrants). Our sewer system is profitable, expandable nnd doing well. Weve curb and guttered a large share of the town. Weve accumulated quite a bit of money for our streets, although some of it is restricted. Most of these improvements were accomplished by aggressively pursuing grants and low interest loans by your councils and mayors, resulting in twice the value for half the cost. In formulating my opinion on the power issue, I had to consider the health of the city. Many years of vacationing in the area led us to this decision. While still in Winona, several environmental groups, in newspapers. magazines, and through the mail, appealed to our sense of land and preservation. What we found later were The untruths. of beautiwas outright pristine, picture they painted ful land being invaded by McDonalds, trash, Vehicles, of etc. talked clear bicycles, ATVs, They cutting forests, flooding the Grand Canyon, strip mining, and various blights on the land which would occur unless they prevented such. Almost lOOCS of this is not true. Organizations (and I have joined some) such as Southern Utah Wilderness Alliance, Sierra Club, and others, had me believing their cause. No more. What they really want is all people out of the land but themselves. They want most public lands designated as wilderness by Congress so only the hikers can have access. No more senior citizens, sick, lame, families with children on motorized vehicle or bicycles on vacations. zll existing access and trails closed since these vehicles ruin their experience of the wild. Some modifications to land management policies are appropriate, but when these groups demand wilderness as the only solution, I begin to suspect their motives. They have a right to their opinion, but do not have the right to exclude everyone else. Their insistence that hiking without use of motorized vehicles is the only way to enjoy nature borders on religion or mysticism. And no ones religious or quasireligious views are entitled to be enforced by government powers. The great majority of people who live here and developed this land are genuinely concerned for the land. All they are asking is to keep their traditional access open to already existing roads.
